Position Title: Manager, Pay Services Resume Due Date: Tuesday, May 14th, 2024 (5:00PM EST) Number of Vacancies: 1 Level: Band H Contract Duration: 18 months Hours of work: 35 hrs per week Location: 700 University Ave (Hybrid, 2 days remote) Job Overview This position manages the day-to-day operations for the effective delivery of accurate and timely HR master data, pay and time reporting support services in a complex environment. This includes managing the information applications, pay/time reporting functions, procedures and resources for the multiple collective agreements and systems. Accountable for the management and use of HR Information / Pay and time reporting applications and processes as well as the delivery of pay and human resources related services to internal and external clients. JOB DUTIES Provide work direction to a multi-level team of professional and administrative staff to ensure that employees at all levels in the organization, including SR executives are paid on a timely and accurate basis via the Direct Deposit process or cheques (where applicable) in accordance with complex rules established within corporate policies and /or multiple collective agreements through the pay and time reporting systems. Non-compliance, errors or misinterpretation of the rules embedded in the various collective agreements, or policies may contribute to penalties and may have a significant financial, reputational and labour impact. Provide Technical Leadership and oversight for the entire organization ensuring all master data (personal, payroll and organizational) is recorded accurately, timely and processed effectively for all employees (represented and non represented) across all collective agreements. Provide oversight for all levels of management group including performance contracts for senior executives to ensure master data is processed accurate and timely. Oversee the day to day operations of the organization, providing oversight to the professional supervisory staff, in responding to and coordinating responses to client and staff inquiries, complex service requests related to payroll , time reporting, and organization structure issues, providing advice regarding the application of collective agreement terms and processes, oversee implementation of complex Labour Relations settlements and awards which can include detailed calculations, and providing support to the implementation and roll-out of HR programs and processes. Integrate and collaborate with stakeholders across the organization to ensure timely, consistent and integrated delivery of services and also to maintain knowledge of current pay-related and corporate strategies, policies and procedures and to resolve any employee related issues within the scope of authority. Oversee and ensure compliance with pay/time reporting requirements of; collective agreements; approved corporate strategies and policies; legislation such as the Income Tax Act, Workers Safety Insurance Act; Employment Standards Act (ESA); Freedom of Information Action (FOI); Employment Insurance Act (EI); OPG Pension and Benefits, Privacy Legislation, Corporate Organization change processes, and special corporate programs. Ensure internal payroll related accounting requirements and corporate reporting requirements are complied with and test to ensure the financial controls (both system and procedural) are in place to safeguard OPG financial assets. Demonstrate to both internal and external auditors sufficient evidence supports and confirms controls are operating effectively. Liaise with external agencies related to specific employee time and payroll issues. Establishes operating and escalation procedures for the organization. Develop and support a knowledge center, ensuring content is useable, relevant and accurate. This includes ensuring content promotes adherence to procedures developed to assist in processing of payroll and time reporting activities that have a collective agreement or legislative requirement. Builds highly collaborative teams to ensure services are delivered consistently and in accordance with policies and programs Provide analysis, assessment and recommend solutions for improving the efficiency, effectiveness and reliability of payroll processes and time reporting processes and having foresight to identify future improvement opportunities related to service delivery. Develop requirements for configuration and programming of payroll and time reporting applications. Collaborate with third party providers to identify, document, and test these business requirements. Coordinate with team the development and execution of test plans. Approve the requirements on behalf of the corporation upon full user acceptance testing, Develop and execute and support the implementation plans, including training, change management, communications and post implementation activities often across multiple business units. Collaborate with key stakeholders to identify and assess the impact of changes and providing effective recommendations to guide decision makers conducting negotiations acting as a subject matter expert related to time and payroll processes within the scope of authority. Qualifications Prior experience leading a Payroll Operations, and/or Payroll experience (minimum 5 years) Experience working in a payroll department (minimum 8-10 years) Experience with the design and implementation of internal controls including segregation of duties and other operational and financial controls Experience leading medium to large teams through a transforming environment (team structure/roles/tasks) Experience with SAP Experience with Managing unionized employees and working with unions Experience transforming HR operations processes through an HCM replacement (SAP/PeopleSoft to Employee Central/Workday/Oracle CloudHCM/Dayforce
