Salary: $47.17 - $58.96 Per Hour

Start Date/Term Length: Commencing Immediatley

About The Position:

The Portfolio Management Team supports CEO Office portfolio and project management and liaison coordination across Health PEI and various stakeholders including the Premier's Office, Minister of Health & Wellness and the Department of Health & Wellness (DHW). The director is also responsible for leading the development and implementation of significant collaborative priority projects and initiatives identified through the CEO's Office.

Duties will include:

  • Provide high quality advice, assistance and information to the Health PEI CEO and other representative groups specific to high priority projects and special initiatives;
  • Oversee the development and implementation of initiatives and projects to support HPEI's broad goals and priorities with a focus on improving health system performance and resources by providing leadership and expertise in project management;
  • For special initiatives and priority projects with existing governance and project management structures in place, collaborate with initiative/project leadership to ensure that the CEO's office is aware of progress, risks and any required mitigations.
  • Report on the status/outcomes of priority projects and special initiatives within Health PEI, the Department and across other partners
  • Ensure project management plans address project governance, terms of reference, communication, budget project reporting, and management of risks, issues, configuration, quality assurance, procurement, and change
  • Support the development and execution of a communication plan for the project(s) in collaboration with various stakeholders
  • Promote positive communications and effective partnerships within Health PEI, with DHW and as well as with internal and external stakeholders.
  • The Director is accountable for monitoring and reporting of HPEI Portfolio Management project and initiative performance, as well as quality improvement initiatives to support these projects, throughout Health PEI.
  • In collaboration with Policy, Planning and Evaluation where appropriate, oversee the development of evaluation frameworks for priority projects/special initiatives, including objectives and methodologies, coordinate evaluation initiatives, and present results & recommendations with a view to ensuring they are effective, quality sustainable, accountable and relevant;
  • The Director is responsible for leading the provision of change management support during the development and implementation of priority projects/special initiatives to support successful implementation and completion.
  • Support consistent communication throughout the initiative to support positive change and completion of goals and milestones

Minimum Qualifications:

  • Master's degree in Health or Social Sciences, supplemented by course work in management, leadership, project management, strategic planning, program evaluation, and stakeholder consultation.
  • Demonstrated equivalencies will be considered
  • Extensive experience (5+ years) in a senior management position, preferably in a related field; and
  • Extensive experience (5+ years) in the areas of project management, implementation and evaluation processes.
  • High knowledge and proficiency in the following areas: project management, change management, strategic planning; program design; development, implementation and evaluation processes; performance monitoring and reporting; team building and group facilitation; organizing and conducting large scale consultations.
  • Strong management and leadership skills;
  • Excellent skills in areas of facilitation, organizational, time management, conflict resolution, and written and oral communication;
  • Excellent human resource management and budget management skills;
  • Excellent interpersonal and collaborative skills with an ability to plan and think strategically;
  • Ability to prioritize and effectively manage multiple projects simultaneously;
  • Ability to work independently and as a group;
  • Ability to work and manage work across remote settings;
  • Proficient in applicable computer programs; and
  • Good previous work/attendance record, and an acceptable criminal records check.

Other Qualifications:

  • Project Management Professional (PMP) designation preferred;
  • Experience in healthcare settings, including extensive experience in implementation of new processes, systems, technologies, or other projects within a healthcare environment;
  • Should have strong knowledge of the health system; and
  • Should have knowledge of program and policy issues related to service quality and access for cultural and linguistic minorities.
