Salary Range: $60,320 - $74,880, dependent on qualifications and experience, plus full benefit and pension package after probationary period.

Hours of Work: 40 hours per week

Monday to Friday, 8:00 am to 4:30 pm

Overview:

We are seeking a dedicated and experienced individual to fill the position of Manager of Joint Services for the Town of Carberry and Municipality of North Cypress-Langford. The successful candidate will oversee the efficient operations of jointly owned parks, facilities, the Carberry transfer station, and the Carberry Plains Cemetery, along with corresponding staff. Reporting directly to the Chief Administrative Officers (CAOs) of both entities, the Manager of Joint Services will play a crucial role in budget management, staff supervision, stakeholder engagement, policy development, and facility maintenance.

Key Responsibilities:

1. Budget Management:

- Collaborate with CAOs and ACAO/Financial Officer to develop and maintain annual operating budgets.

- Monitor expenditures and ensure adherence to budgetary constraints.

2. Staff Management:

- Recruit, train, evaluate, and discipline departmental staff in consultation with CAOs.

- Supervise and schedule staff across multiple departments.

3. Stakeholder Engagement:

- Liaise with Rec Board, Cemetery Board, and other committees of Council.

- Ensure clear communication with facility user groups and attend relevant meetings.

4. Policy Development:

- Develop and implement municipal policies and procedures.

- Enforce safety procedures and legislative compliance for all employees.

5. Facility Maintenance:

- Collaborate on maintenance and upgrade plans for municipal buildings, recreational facilities, and parks.

- Ensure proper staffing levels for key events and oversee facility upkeep.

6. Reporting and Documentation:

- Attend Joint Committee meetings quarterly and provide updates.

- Prepare and follow up on grant applications for departmental projects.

7. Professional Development:

- Maintain a professional development schedule and budget.

- Promote leadership development opportunities for staff.

8. Specific Duties:

- Oversee operations of Carberry Plains Community Center, Carberry Plains Cemetery, parks, recreation areas, and the Carberry Transfer Station.

Qualifications:

- Minimum Grade 12 or equivalent. Bachelor?s degree in Business Administration or Human Resources preferred and would be considered an asset.

- Minimum of 5 years of relevant experience in municipal management considered an asset.

- Strong leadership skills with the ability to motivate and manage a diverse team.

- Excellent budgeting, financial management, and grant writing skills.

- Proficient in stakeholder engagement and effective communication.

- Knowledge of municipal policies, procedures, and legislative requirements.

- Ability to prioritize tasks, meet deadlines, and adapt to changing circumstances.

- Valid driver?s license and ability to travel within the municipality as needed.
