Facebook Twitter LinkedIn Position Overview: The role's primary goal is to ensure the public's safety and the community's enjoyment of properties through enforcement of community standards related by-laws. The role is responsible for ensuring that residential properties are maintained in accordance with regulated occupancy standards, that vacant and dangerous buildings and structures do not pose a hazard to public safety with a goal of rehabilitation when possible and that properties are maintained and used in accordance with established by-laws. The role manages a team of professional and unionized staff, who cooperatively work to deliver successful program outcomes. Ensure clear and correct communication of municipal regulatory information and promote voluntary compliance with property standards by-law requirements by: •providing assistance and information to various municipal departments regarding the enforcement of city by-laws designated by Common Council; •making recommendations and arrangements to disseminate information regarding various by-laws and regulations, including the preparation and distribution of printed materials to appropriate agencies and stakeholders throughout the city; •formulating, implementing and periodically reviewing procedures, policies and regulations for by-law inspections; •making appropriate recommendations regarding measures to minimize and control violations in the community; •enforcing compliance and laying charges for breach of by-laws under the incumbent's jurisdiction, as authorized by council. supervising evidence gathering by Junior Technical Services Engineers, Assistant Building Inspectors, Community Standards Coordinators and By-law enforcement Officers and recommending corrective actions or enforcement actions pursuant to by-laws and legislation; •preparing and prioritizing files recommended to General Counsel's Office for action, providing information and support as required; •providing assistance and information to various departments and the public regarding by-law enforcement and consulting with staff of other city departments to minimize and resolve issues. Represent the department to other departments, government organizations, non-profit agencies and the construction community in regard to by-law interpretation, enforcement and maintenance and enhance the department's reputation and relevance by: •Provide for effective and efficient functioning of the work unit and ensure the staff responsible for operational functions is ready, willing and able to meet or exceed performance expectations by: •setting and communicating clear performance standards and expectations; •managing employee training and development, including refresher training, adoption of new technology and career field training; •planning and organizing tasks, establishing work procedures and assigning employees to work schedules; •assigning tasks to staff and coaching or providing training to staff members and evaluating performance, attendance and other relevant factors to ensure standards are met or exceeded; •Administer, enforce and ensure the integrity and relevance of current municipal by-laws and those that Common Council may enact by: •maintaining familiarity with various provincial legislative acts and other relevant legislation and information as well as researching relevant Provincial legislation, recommending repeal or amendment of by-laws; •conducting the necessary research required prior to the enactment of new by-laws and maintaining department policies and procedures manual based on this research as well as changing situations and priorities; •providing information, reports and support to Council and interested parties attending their meetings, as required; •providing by-law interpretation, supervision of by-law enforcement and maintenance of by-laws, codes and requirements. Enhance the ability of the Growth and Community Services Department to fulfill its mandate by acting as a valued member of the leadership team. Experience at progressively higher levels of responsibility, scope and complexity in managerial, supervisory and administrative functions. In-depth knowledge of relevant city by-laws, ordinances and provincial legislation. Proven managerial skill reflected in sound administrative abilities, attention to detail, sound conceptual thinking and an ability to work and achieve results in conjunction with others. Degree from a recognized university in engineering, preferably of civil discipline. The successful applicant will be eligible to work a compressed work week of 4 days (Monday to Thursday) throughout the trial period of the City's recently adopted Compressed Work Week Trial.
