CHIEF RETURNING OFFICER

Inuvik – Term (4 months)

TheGwich'in Tribal Council (GTC) is seeking a highly motivated individual to fillthe term position ofChief Returning Officer for the 2024 GeneralElectionfor the Grand Chief position. The term would be June toOctober 2024. TheChief Returning Officeris responsible foroverseeing all aspects of an election in accordance with the GTC Bylaw No.1 andthe Executive Elections Policy and Procedure Manual (collectively the'Governing Documents').

CORE RESPONSIBILITIES

• Formation and Chairing of the Elections Committee;
• Establishing an elections office and recruitment of Deputy Returning Officers in each Gwich'in community of Aklavik, Inuvik, Teet?'it Zheh and Tsiigehtchic;
• Oversight of the Elections Process for the 2024 General Election in accordance with the Governing Documents;
• Managing and controlling financial manners, election materials, and human resources
• Communicating information to the public, candidates and election officials;
• Generating and submitting a final election reportto the GTC Annual Assembly and Participants to the Gwich'in Comprehensive Land Claim Agreement .

QUALIFICATIONS

• Aged 18 years or older
• A college diploma or bachelor's degree in a related field
• A satisfactory criminal records check is required
• Management and/or administration experience with the electoral process
• Understanding of the roles and responsibilities outlined in the Governing Documents

SKILLS AND ADDITIONAL REQUIREMENTS

• Ability to chair committees
• Ability toplan and organize events while displaying excellent time and staff management skills
• Ability to recruit, interview, and train staff
• Proven time management and organizational skills to ensure thorough and timely project deliverables
• Discretion in handling confidential information
• Proven financial and management skills
• Working knowledge of Microsoft Office and general office equipment

COMPENSATION

A competitive compensation plan will accompany the successfulcandidate. Priority Consideration will be given toqualified Participants of the Gwich'in Comprehensive Land Claim Agreement .
