The Executive Director of Lower Mainland Pharmacy Services (LMPS) is seeking a result-oriented and agile Director, LMPS with healthcare leadership expertise , to oversee a dynamic and multi-faceted portfolio. The ideal candidate will be passionate about achieving the best possible care for patients while improving their quality of life.

T he Director will be a clear, caring and courageous leader and an experienced , Licensed Pharmacist, with a strategic approach to providing and implementing pharmacy services in British Columbia. As an advocate for continuous improvement , t he Director, LMPS will have a n exciting opportunity to establi sh and develop a team of talented and dedicat ed professionals.

The LMPS is a collaboration of four premier health employers (e.g., Fraser Health, Provincial Health Services, Providence and Vancouver Coastal Health ) that provide s an integrated approach to pharmaceutical care and service excellence for patients, residents and clients . LMPS provide s service to the patient population in the following 10 functional portfolio groupings co vering the Metro Vancouver area:

  • Information Systems and Technology

The Director is accountable for:

  • Spearheading the operations of pharmacy systems and programs by establishing short and long term fiscal plans to ensure the integration of services to achieve the s trategic objectives of the LMPS while i mplementing annual budgets to ensure the efficient utilization of financial resources ;
  • Participating in the development and implementation of departmental goals , objectives , policies and procedures in collaboration with members of the Pharmacy Leadership Team while ensuring effective and effici ent service delivery ;
  • Maintaining an effective organizational structure for the LMPS by supporting key goals and objectives while attracting, developing and retaining employees ;
  • Selecting, directing, supervising and evaluating staff to ensure effective performance of duties while involved in employee discipline and terminations i n collaboration wi th the Executive Director , as required.

The successful candidate will have :

  • A Master's degree in Pharmacy and/or Health Care Administration ;
  • Progressi vely senior management and leadership experience in a unionized acute health care setting including experience in managing clinical and/or drug distribution pharmacy services in a large c omplex, multi-site organization ;
  • Current registration as a Licensed Pharmacist with the College of Pharmacists of British Columbia and active membership in the Canadian S ociety of Hospital Pharmacists.

Detailed Overview

The Director, LMPS is responsible for providing leadership and strategic direction in the planning, design, implementation and delivery of efficient and effective pharmacy services, initiatives and strategies for Fraser Health Authority, Vancouver Coastal Health, Provincial Health Services Authority and Providence Health Care (collectively, the Organization); plays a key strategic role in the system design, implementation and sustainability of an integrated pharmacy service for the Organization; develops strategic and operational plans and works with other Pharmacy Directors and a network of sites and/or service areas on program delivery in order to implement changes within the context of directional plans and strategic imperatives.

As a member of the Pharmacy Leadership Team, responsible and accountable for the leadership and management of the human, financial and material resources supporting the priorities, strategic plans, organizational initiatives, goals, policies and vision of the LMPS.

The Director balances the needs of individual programs with the needs of the overall system to transform to a fully integrated service model across the Organization; holds accountability for leadership of designated pharmacy services programs across the Organization and operational responsibility to provide leadership to Pharmacy Managers and staff within the designated portfolio.

Responsibilities

  1. Directs and oversees the operations of pharmacy services and designated programs by developing and recommending long and short term fiscal plans, including resource allocation/reallocation for existing and new program and/or services.
  2. Develops, plans and oversees designated pharmacy service programs across the Organization to ensure the coordination and integration of services to achieve the operational and strategic objectives of the LMPS, in accordance with the goals, policy and vision of the Organization.
  3. Develops and implements annual capital and operating budgets for the designated portfolio including budget preparation, authorization control and reporting of expenditures, ensuring the efficient utilization of financial resources.
  4. Participates in the development and implementation of the departmental goals and objectives, policies and procedures and strategies for LMPS, in collaboration with members of the Pharmacy Leadership Team; ensures the delivery of effective and efficient services including utilization of resources to support the goals and objectives of the LMPS and promote integrated regional and lower mainland services and quality care delivery.
  5. Develops and maintains an effective organizational structure for the LMPS, in collaboration with members of the Pharmacy Leadership Team by supporting the LMPS goals and objectives and ensuring the development and maintenance of organizational climates conducive to attracting, developing and retaining employees.
  6. In collaboration with the Executive Director, LMPS, determines staff complement and selects, directs, supervises and evaluates staff to ensure effective performance of duties; participates in employee discipline and initiates employee terminations, as required.
  7. Ensures the implementation of current human resource standards and procedures by conducting performance evaluations, staff education and orientation in compliance with applicable acts, regulations and collective agreements.
  8. Plans and manages effective administrative and information systems and resources to ensure that daily business and operational support activities are conducted in a timely, effective and cost efficient manner; ensures that systems for maintenance of confidentiality are established in compliance with applicable legislative requirements and organizational policy.
  9. Interprets and administers applicable collective agreements covering applicable bargaining unit employees; investigates and responds to grievances including routine and confidential employee issues; attends third party hearings as a representative of the Employer.
  10. Prepares or provides statistics and information on workload management, department activity, quality assurance and clinical use on a scheduled or requested basis; establishes and maintains collaborative partnerships with internal and external services/programs.
  11. Participates on and/or leads internal and external committees, as assigned.

Qualifications

Education and Experience

Master's degree in a field related to Pharmacy and/or Health Care Administration, supplemented with ten (10) to fifteen (15) years' recent, related progressively responsible management and leadership experience in a unionized acute health care setting including experience in managing clinical and/or drug distribution pharmacy services in a large complex, multi-site organization.

Current registration as a Licensed Pharmacist with the College of Pharmacists of British Columbia and active membership in the Canadian Society of Hospital Pharmacists.
