The Ministry of SaskBuilds and Procurement, Central Vehicle Agency (CVA) is seeking a highly motivated and organized individual to fill the position of Manager, CVA Fleet Operations and Vehicle Acquisition & Disposal located in Regina.

CVA provides a full range of vehicle rental, leasing and fleet management services to government and other public sector organizations with a large institutional fleet of approximately 2,600 vehicles ranging from sub-compact to 2-ton trucks. The Opportunity

Reporting to the CVA Director, the Manager, CVA Fleet Operations and Vehicle Acquisition & Disposal is responsible for managing CVA's fleet safely and economically, which includes oversight of daily logistics of the vehicle maintenance operation, CVA vehicle salvage, fleet right-sizing and the ordering and deployment of vehicles for CVA clients. Your exceptional leadership skills will be instrumental in driving forward the mission of CVA, promoting service excellence, innovation and accountability at every level of the organization. In this role, you will also be responsible to:

  • Lead procurement projects such as standing offers for new vehicles, tires, windshield/glass, etc. that provide continuous support and input for the Ministry;
  • Lead large cross-ministerial/cross-provincial teams to build consensus in joint initiatives by providing guidance and oversight;
  • Execute CVA initiatives and promote efficient capital, staff, and facility utilization;
  • Oversee the planning and managing of vehicle orders and up-fitting in collaboration which includes reviewing production schedules, engineering vehicle specifications, orders, vehicle up-fitting processes, and related information;
  • Focus on citizen-centered service through client and vendor engagement across the province. You will be responsible for implementing and enhancing client-focused initiatives, such as setting program service standards and solutions based on customer satisfaction survey results;
  • Obtain knowledge of manufacturing methods, procedures, and activities and seek out continuous improvement solutions within CVA's processes of supplying transportation services and developing initiatives to improve those processes;
  • Determine the annual fleet allocation, utilization and replacement program and oversee the vehicle accident claims desk;
  • Manage CVA's assigned vehicle and short-term rental service standards and collaborating with the Financial Manager to update CVA Annual Reports, Environmental Scan, and preparation for Estimates and Briefing Notes; and
  • Oversee crucial programs including managing the recall program and the semiannual inspection program.

Ideal Candidate

The successful candidate will have:

  • Excellent communication and interpersonal skills in order to communicate effectively with those internal and external to the organization to achieve organizational goals;
  • Experience leading teams, elevating work standards and performance measures in order to achieve goals;
  • Experience with budget development and forecasting processes, including strategies to monitor and adjust, taking in consideration numerous and changing priorities and/or resources;
  • Knowledge and experience with procurement processes and business activities that support the procurement process;
  • Root Cause Analysis and Data Analytics experience;
  • Experience using a variety of computer software applications such as Microsoft Office Suite (Word, Excel, PowerPoint and Outlook); strong knowledge of management systems would be an asset;
  • Ability to review, interpret, and evaluate financial and operational data to form conclusions, make recommendations and determine alternative courses of action in a constantly changing business environment; and
  • High level of accuracy and attention to detail as well as the ability to write clear, concise, and accurate business, financial and other documents.

Typically, the knowledge and abilities required for this position would be obtained through an Engineering degree; a Master's degree is preferred. An equivalent combination of experience and education will also be considered.
