Senior Manager, Planning and Water Resources

Your Opportunity

The North Bay-Mattawa Conservation Authority (NBMCA) is a community-based environmental organization. We are dedicated to conserving, restoring, developing, and managing renewable natural resources on a watershed basis, considering human, economic and natural environment needs together in an integrated watershed management approach.

Reporting to the Chief Administrative Officer (CAO), the Senior Manager, Planning and Water Resources will provide leadership and direction on Planning, Conservation Authorities Act - S. 28 Permitting, and water resources programs including Clean Water Act - Drinking Water Source Protection. Responsibilities include but are not limited to:

· Implement the Planning program, including preparing comments on municipal planning matters with a focus on natural hazards (includes applications under the Planning Act, projects under the Environmental Assessment Act and applications under other legislation)

· Supervise and implement the drinking water source protection program under the Clean Water Act, including maintaining and updating the source protection plan and assessment report, developing the annual progress report and annual budgets, supporting the role and functions of the Source Protection Committee and Source Protection Authority

· Supervise the S. 28 permitting, watershed monitoring, floodplain mapping programs

· Assist with the flood forecasting and warning and low water programs

· Administer programs, relevant staff and budgets

· Build and maintain working relationships with municipal, provincial, federal agencies, user groups, and private interests

· Coordinate and present reports to the Board of Directors

· Coordinate appeals to the Ontario Lands Tribunal as needed

· Assist with implementation of changes to the Conservation Authorities Act

· Work in cooperation with other managers and their teams

· Assist with the development of a strategic plan

· Other duties as assigned.

Your Qualifications

· Degree in environmental planning, environmental science, geography or related discipline

· Membership or eligible for membership in the Ontario Professional Planners Institute is considered an asset

· Minimum of 8 years of relevant experience

· Working knowledge of relevant legislation and guidelines including the Conservation Authorities Act Planning Act, Provincial Policy Statement, Ontario Clean Water Act

· Ability to understand technical reports such as Environmental Impact Statements, stormwater management reports, subwatershed plans, Clean Water Act assessment reports and Technical Rules, etc. and relate them to current policies and objectives

· A satisfactory police records check (Criminal and Judicial Matter Check) is required

· Experience with computer programs including MS Office Suite (Excel, Word, PowerPoint), Adobe Acrobat

· Excellent organizational, verbal and written communication skills

· Ability to work with limited supervision and maintain confidentiality

· Strong attention to detail, excellent organizational and time management skills

· A positive and professional demeanor, with a passion for supporting and enabling a talented team

· Demonstrated ability to work in a fast-paced environment, while meeting daily deadlines and maintaining accuracy

· Ability to prioritize workload and to work effectively and efficiently with minimal supervision, infrequent on-call for programs including flood forecasting and warning

· Valid MTO "G" driver's license with a clean driving record.

Salary range of $46.73 to $54.66 per hour.
