PRIMARY FUNCTION:

Reporting to the Manager, Intake & Referral Services this position is responsible for the management and oversight of all Legal Aid BC (LABC) Local Agent Contracts and other contracted service providers within the Intake & Referral Services department. The role participates in the development of divisional strategic plan, and policy development for programs and services within portfolio. The Coordinator manages and supervises the operations and performance management of staff, as well as provides guidance and instruction for the LABC Provincial Supervisors and the training and provision of intake services at local agent offices across the province. The position provides backups and acts for the Manager, Intake & Referral Services as required.

KEY ACCOUNTABILITES:

  • Develops, manages, and administers Local Agent contracts and service delivery of Local Agents, the private bar, and services provided by other contracted agencies. Coordinates the tendering, evaluation, awarding and writing of contracts for Local Agents and other contracted services.
  • Monitors and provides advice to the Manager, Intake & Referral Services on the intake function of local agent offices.
  • Monitors and/or oversees the provision of contracted services across the Province, by communicating, interpreting and implementing departmental and corporate policies, priorities and standards and ensuring that services are being effectively and appropriately delivered.
  • Develops and provides training and training materials for Intake providers across the province.
  • Supervises and coordinates legal information outreach of local agents with other departments to meet organizational priorities.
  • Hires, trains, schedules, supervises and evaluates staff; establishes staff goals, objectives and training and development plans, coordinates and delegates work projects, and acts for the Division in processing grievances and applying the collective agreement; authorizes overtime, vacation, salary reviews and job classifications; provides leadership and direction.
  • Supervises and negotiates contracts with consultants as required, monitors and approves work and approves invoices for payment.
  • Identifies need and analyses of alternative service delivery models, and plans for innovative, effective and efficient ways of delivering on LABC programs and services.
  • Liaises with courts, private bar lawyers, law firms, community groups as well as other external organizations across the Province on matters of mutual interest relating to the provision of intake services; resolve problems and facilitate the delivery of effective intake services. Represents LABC at internal and external meetings.
  • Establishes and administers a variety of pilot projects and programs as assigned; makes presentations and participates in committee work relating to the areas of responsibility.
  • Provides assistance and support to internal divisions and departments on initiatives, programs, and service delivery models.
  • Participates in the development of departmental and strategic planning activities and provides advice and recommendations on policy, administrative, procedural and management issues impacting applications and eligibility and drafts issue papers, policies and charters as required.
  • Provides recommendations on overall Intake process improvements.
  • Interprets intake LABC policies and procedures to staff, private bar lawyers and the public and makes intake, case acceptance and tariff referral decisions.
  • Oversees and establishes and implements quality control measures and programs. Investigates complaints related to local agents, their staff and other contracted services and possible breaches of contract by Local Agents; makes decisions on final outcomes of investigations up to and including termination of contracts.
  • Maintains current awareness of developments in all matters impacting the delivery of LABC programs and services and appraises the Manager, Intake & Referral Services of issues and developments that could impact LABC or its programs and services.
  • Provides backup and acts for the Manager, Intake & Referral Services as required.
  • Performs other related duties as required.

QUALIFICATIONS:

Education and Experience

  • An undergraduate degree in an appropriate discipline such as Business Administration or Law
  • Minimum of five (5) years related experience with increasing responsibility, preferably in a service-related industry, or
  • An equivalent combination of training and experience.
  • Good knowledge of LABC operations, policies, and client services.
  • Good knowledge of social justice community issues and Canada's justice and legal system.
  • Sound planning, organizational, analytical, and administrative skills.
  • Excellent communication, facilitation, negotiation, interpersonal, supervisory and leadership skills.
  • Strong project management skills and the demonstrated ability to manage multiple projects simultaneously.
  • Strong problem-solving skills focused on achieving continuous improvement.
  • Excellent leadership skills, with a proven track record for setting clear expectations, providing meaningful coaching and feedback, and creating an environment where employees are motivated and able to do their best.
  • Ability to function independently and under pressure.
  • Ability to foster effective working relationships with peers, subordinates, government officials and external contacts.
  • Ability to travel extensively throughout the province.
