Purpose:
The Planning and Operations Manager role works under the direction of the Director, Academic Resources & Planning role to ensure the goals and objectives related to the budget, financial management and administration, and operations for the Provost and Vice President Academic Division are realized. The role coordinates with Directors/Staff in non-academic units reporting into the Division, such as Offices of the Vice Provost Academic, Associate Vice President Teaching and Learning, Associate Vice President International, Institutional Planning & Analysis, and Service Excellence Program, to develop divisional annual budgets and forecasts. The role provides support in financial/budget analysis, serves as a resource and first point of contact for Divisional managers and staff on finance/budget, general accounting and procurement policies, processes and procedures and is the primary liaison with University Information Technology (UIT). The role supports general administrative, committee and special projects in the Office of the PVPA (the Office).

Education:
Bachelor's degree in relevant discipline.

Experience:
4 years of related experience.
Accounting and administrative experience, including computerized budgeting, monitoring, and reconciling complex budgets, in a complex institution environment.

Skills:
Knowledge of financial management concepts and principles, cost and expenditure controls and financial modelling and analysis.
Knowledge of full-cycle accounting including financial reporting.
Knowledge of procurement principles in the broader public sector.
Knowledge of Generally Accepted Accounting Principles (GAAP)
Knowledge of post secondary protocols and governance structures.
Financial management systems skills.
Effective communication skills.
Effective analytical skills.
Able to conduct data analysis and develop reports and process documentation.
Ability to model multiple problem-solving approaches and identify optimal solutions based on the unique needs of each partner.
Effective planning and organizational skills.
Advanced proficiency in Microsoft Office Excel, PowerPoint, Word, and Power BI.

*Compensation:
York's CPM Compensation Framework has a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award. Employees will receive the grid adjustment and depending on performance, eligible permanent employees may move to the next step of the grid and may receive a lump sum Performance Based Recognition Award.Visit the CPM Compensation page on the HR Website to find out more about York's CPM Compensation Program.
