Position Title: Manager, Finance

Department: Finance

Reporting to: Chief Financial Officer

Bargaining Unit: Non-Union/Confidential

JOB SCOPE:

This position is accountable to the Chief Financial Officer for the coordination and administration of the Regional Municipality's financial services. Supervises accountants, accounting technicians, billing clerks, collection staff, buyers, warehouse staff, support staff, customer service clerks or other part-time or temporary staff assigned.

MAIN FUNCTIONS

Participates as a member of the management team in the development of corporate and department program goals and objectives through participation in a corporate planning process.
Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments, trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Assist in the recruitment and selection process of all financial services staff as well as departments when required.
Recommends and/or implements disciplinary action when required
Manages and approves overtime
Monitors and deals with absenteeism within the department
Prepares a variety of reports and related information for decision-making purposes.
Assures proper Inventory control and safeguarding of assets.
Maintains a list of buildings and fleet and acts as liaison with insurance company.
Establishes and ensures adherence to standard procedures within the department and the organization.
Developing purchasing plans, forecasts, estimates and monitors procurement requirements of the Regional Municipality.
Monitors all balance sheet accounts to ensure validity.
Assures that assigned areas of responsibility are performed on a timely basis and internal control procedures adhered to. Issues written and oral instructions; assigns duties and examines work for accuracy and completeness.
Aids in the budgeting process.
Aids in preparation of Financial Statements.
Participates in special projects as assigned.
Participates in both internal and external committees as directed.
Performs other duties as the Chief Financial Officer may, from time to time, direct.

MINIMUM QUALIFICATIONS:

Professional Accounting Designation; and,
Five (5) years' accounting and management experience.
Criminal Records Check verification is required as a condition of employment. Vulnerable sector check may also be required for those working with vulnerable populations.
Medical assessments including but not limited to physical, vision, and hearing tests may be required. The assessments must show the capacity of performing tasks of the classification. This will take place at a later date.

PREFERRED QUALIFICATIONS

Experience working with seniors or vulnerable populations is an asset.
Familiarity with municipal services, programs, and community resources, particularly in Public Works and Transit, is preferred.

ADDITIONAL QUALIFICATIONS

Experience with municipal accounting would be an asset.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of accounting theory, principles, audit theory and practices, internal control procedures, and accounting procedures and systems in a computerized environment.
Thorough knowledge of accounting rules and regulations governed by the Public Standards Accounting Board.
Ability to maintain effective accounting procedures; ability to carry out assigned projects to their completion within required time frame; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees and the public.
Thorough knowledge of all municipal billing requirements in a computerized environment.
Thorough knowledge of the Assessment Act, the Water Utility legislation governed by the Utility Review Board and the Municipal Government Act.
Thorough knowledge of procurement methods and procedures.
Thorough knowledge of GAAP, GAAS and PSAB.
Proficient in the use of SAP Financial Software systems
