Investigation and Learning Focal

Kitimat, BC

Schedule: M-F, Professional Working Day in office

Contract Duration: 18 months

Introduction

We are seeking a passionate and experienced Investigation and Learning Focal to support the HSSE team in fostering a strong safety culture and leading continuous improvement in incident investigation and learning practices. This position plays a key role in implementing and maintaining the Incident Management System within an integrated HSSE framework, promoting causal learning, and enabling injury-free operations in a high-hazard environment.

The ideal candidate brings strong collaboration, coaching, and analytical skills to help embed a culture of learning across operations and contractor teams. This role supports both readiness and execution phases and requires comfort working with leadership, facilitating investigations, mentoring team members, and supporting assurance processes.

Responsibilities

Incident Investigation & Learning

  • Maintain and continuously improve incident investigation processes and ensure alignment with internal HSSE frameworks and procedures.
  • Facilitate and support investigations using Causal Learning methodology and other structured tools.
  • Build and maintain a group of qualified internal facilitators; oversee the competency development framework for investigation and learning.
  • Ensure regulatory compliance with reporting and documentation requirements (e.g., WorkSafeBC, TechSafeBC, BCER, Transport Canada).
  • Develop and implement an Improvement Plan for Incident Investigation and Learning aligned with organizational strategy.
  • Deliver and coach engaging, high-quality learning materials (e.g., reflective learning sessions, alerts) and embed learnings from incidents into day-to-day operations.
  • Conduct incident data analysis to identify trends, failed barriers, and behavior patterns; support line functions in addressing gaps and driving improvement.

Leadership, Engagement & Culture

  • Promote psychological safety and role-model a learner mindset.
  • Coach HSSE and operational leaders to build capability in communicating and learning from incidents.
  • Lead by influence within a multidisciplinary team and support a network of investigation facilitators across departments.
  • Collaborate with Communications and Systems teams to ensure learning content is well presented, relevant, and aligned with internal policies and branding.

Systems Support & Compliance

  • Provide coaching on the use of the Incident Management System (IMS), including reporting, risk ranking, and quality control.
  • Monitor compliance with the organization's HSSE standards and integrate updates into internal procedures.
  • Track performance metrics, support assurance reviews, and ensure quality across Level 1, 2, and 3 investigations.

Requirements

Required

  • Post-secondary degree or certificate in Engineering or equivalent practical experience.
  • Minimum 7 years of HSSE experience in industrial, petrochemical, or large project environments.
  • Demonstrated experience in conducting incident investigations and facilitating learning from incidents.
  • Strong communication and interpersonal skills with proven ability to coach and influence teams and leadership.
  • Ability to operate effectively in a fast-paced and dynamic work environment.
  • Legally entitled to work in Canada (citizen, permanent resident, or valid work permit).
  • Must reside in or be willing to relocate to the Kitimat/Terrace region.
  • Valid driver's license and ability to pass pre-placement medical and background screening.
  • Comfortable working outdoors in all weather conditions and at heights or in confined spaces.

Preferred

  • Proficient in Causal Learning Methodology with experience leading investigations of varying complexity.
  • Familiarity with barrier analysis and human performance evaluation.
  • Experience developing and facilitating reflective learning sessions and improvement plans.
  • Strong understanding of HSSE control frameworks and Safety Management Systems (SMS).
  • Passion for HSSE culture-building, mentoring, and long-term operational improvement.
