We are currently recruiting for an Instructional Designer to work in person at our headquarters in Ottawa, ON.
What you will be doing
Reporting to the Manager, Learning Centre, the Instructional Designer develops accessible, engaging, and high-quality learning experiences across in-person, blended, and online formats that align with organizational priorities.
You will work with subject matter experts and internal teams to design learning solutions that are practical, inclusive, and aligned with adult education principles. From needs assessments to content creation, your work will help equip employees with the knowledge and skills they need to succeed.
You will also contribute to the continuous improvement of learning tools and technologies, using feedback and learning data to refine content and delivery. This role is ideal for someone who combines creativity with structure and enjoys translating complex information into clear, useful training.
Some of your responsibilities include
- Design and develop instructional content for in-person, blended, and online learning experiences
- Conduct learner needs assessments and define measurable learning objectives
- Create accessible, inclusive, and user-focused learning materials, including job aids and infographics
- Create scripts and storyboard multimedia content, ensuring clarity and engagement
- Collaborate with subject matter experts and internal teams to align training with operational goals
- Manage multiple instructional design projects from planning to evaluation
- Track project progress, timelines, risks, and outcomes using appropriate tools
- Use learning platform data to evaluate program effectiveness and support continuous improvement
- Define and apply evaluation methods to measure learning outcomes and instructional impact
- Integrate emerging technologies and digital tools into course design
- Troubleshoot learning platform or content issues and support users post-implementation
- Liaise with vendors and internal support teams on technical matters and improvements
- Share expertise across teams and promote best practices in instructional design
- Stay current with trends in adult learning, accessibility, and instructional technology
- Contribute to the development and refinement of internal standards, instructional templates, and content libraries to ensure consistency and quality in design
- Adjust content, project plans, and learning outcomes based on user feedback, analytics, pilot testing, or evolving priorities

Your must-haves:
- An undergraduate degree in Instructional Design, Education, or a related field is preferred
- A certificate in Adult Education or eLearning is an asset. A combinations of education and experience will also be considered
- A minimum of three (3) years of instructional design and development experience, particularly in eLearning
- Strong writing, editing, and multimedia content development skills
- Proficiency in tools such as Articulate Rise/Storyline, Moodle, JavaScript, HTML5
- Familiarity with AI tools (e.g., ChatGPT, WellSaid Labs, DeepL) to support content development and translation
- Experience aligning content to standards such as SCORM, xAPI (Tin Can), and familiarity with LTI integrations
- The Ability to analyze learner performance data and LMS reports to inform content improvements
- Eligibility to obtain and maintain a Secret-level security clearance from PSPC
