The Western Canada Director, Collection leads collection operations across the region, overseeing the design and execution of multi-channel, province-wide collection networks for all obligated program materials. This role ensures compliance with Recycle BC and SK Recycles program requirements, targets, and budgets, while aligning with regional strategy.
Working closely with the executive team, the Director develops long-term strategies for efficient, effective collection and implements procurement plans that integrate with post-collection operations. This position provides leadership to Collection Managers and the wider team, fostering strong relationships with service providers and ensuring on-the-ground support across Western Canada.
Key Responsibilities
Strategy & Oversight
- Develop and manage provincial collection networks aligned with regulatory requirements, program plans, targets, and budgets.
- Oversee integration of collection with post-collection strategies across the region.
- Support annual budgeting, fee setting, and operational planning. Collaborate with Finance and VP Operations on budget development.
- Monitor supply chain performance and engage in benchmarking and continuous improvement initiatives.
Procurement & Contracts
- Implement competitive procurement strategies, develop contract terms, and negotiate agreements within defined frameworks.
- Ensure all commercial arrangements are formalized under signed agreements and maintain appropriate records.
- Coordinate with legal counsel as required.
Performance & Partner Management
- Drive performance using KPIs, procedures, and scorecards in collaboration with Operations Support and Circular Materials.
- Maintain strong working relationships with collection service providers, industry partners, and stakeholders.
- Support continuous improvement initiatives related to inbound material streams.
Change Management & Communication
- Lead change communication protocols in collaboration with Program Engagement and Indigenous & Community Engagement teams.
- Support consultation processes required by both programs and contribute to issues management.
Team Leadership
- Lead and develop the Collection team across Western Canada. Ensure alignment of team goals with strategic priorities.
- Recruit, onboard, and manage performance of direct and indirect reports.
- Promote operational integration and prepare for future growth while meeting day-to-day goals.
Interpersonal & Cross-functional Collaboration
Internal
- Collaborate with Finance, Operations Support, and Circular Materials to align commercial frameworks and metrics.
- Coordinate with Program Development on new initiatives.
- Work with Stakeholder Relations to address issues and media inquiries.
- Partner with Indigenous and Community Engagement to align processes with community needs.
External
- Engage collection service providers, municipal partners, First Nations, and related associations.
- Oversee contractors, consultants, and temporary workforce (e.g., students, field auditors).
Authority & Supervision
- Signing authority: Up to $25,000 per invoice for budgeted projects. Larger amounts require VP/Executive Director approval.
- Supervision:
- Direct reports: 3 Collection Managers
- Indirect reports: 6 Collection Specialists + summer students
- Oversight of contractors and service providers
Decision-Making
- Manage hiring, performance, and scheduling for direct/indirect reports.
- Recommend and implement operational strategies within budget and plan parameters.
Qualifications
Education
- Post-secondary education in business, marketing, or related field.
Experience
- 7-10 years in operations, preferably in supply chain, waste management, or a related field.
- Proven success managing regional teams, contracts, and logistics.
Skills
- Strong analytical, communication, and relationship-building skills.
- Experience in project planning, data analysis, and operational software.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint).
Working Conditions
- Flexible hybrid work structure. Office attendance required for meetings and key activities.
- Frequent regional travel to stakeholder and collection sites.
- Occasional extended hours during peak reporting and planning periods.
- Valid driver's license required.
