This position is responsible for working with Health PEI Leaders to provide leadership, facilitation, and coordination to a variety of strategies that support the development, implementation and evaluation of Clinical Practice Models, standards, quality practice and supportive learning environments, professional development, and education within Health PEI. This position leads and/or conduct and analyze evidence based clinical research, jurisdictional scans and legislation. Recommend actions for development and implementation of new initiatives/programs and redesign of current service delivery practices and processes. This position will establish partnerships and working relationships within all levels of Health PEI leadership (Chiefs, Executive Directors, Administrators, Directors and managers), frontline staff from all 4unions, patient family partners, patients/clients/families, Health PEI Corporate Divisions (Quality and Patient Safety, Patient Safety, Analytics, Communications, Human Resources, Performance and Evaluation, and Privacy). As well as organizations external to Health PEI that have an impact to clinical practice. This includes but is not limited to CRNMPEI, PEINU, Principal Nursing Advisory, UPEI, Holland College and other associations.

Duties:

  • Conduct in-depth literature reviews and jurisdictional scans to assess best practices and current landscape in other jurisdictions. Utilize findings to align with other information sources to set the foundation for the start of project planning.
  • Collaborates with relevant program/department leadership regarding professional practice initiatives.
  • Fosters an environment that enables input into practice and client care.
  • Acts as a resource to staff and assists in problem solving regarding professional practice situations or conflicts.
  • Lead, manage and/or coordinate the planning, development, implementation and evaluation of provincial projects and initiatives based on the needs of the health system, accreditation standards, Professional Standards of Practice and Code of Ethics and/or Health PEI strategic plan.
  • Utilize evidence-based best practice, current standards, jurisdictional scans to perform a complex analysis to make recommendations for modification to program, service delivery models, policy and legislation.
  • Review governing legislation to ensure consistency within programs and services and policies.
  • Review existing policies, program plans, strategic plans, evaluations to establish comprehensive knowledge and background of the program/service/policy/project.
  • Responsible for drafting Health PEI provincial/corporate polices related to professional practice as per evidence-based literature, policy jurisdictional scans and Health PEI leadership and divisional leadership strategic direction.
  • Lead and conduct planning and evaluation of new and existing policy initiatives related to Professional Practice.
  • Promotes self-regulation of the profession by identifying polices that hinder scope of practice.
  • Resource the Professional Practice division team meetings with clinical informatics and surveys.
  • Liaise with members of the CIS clinical team, the EMR team, and the AleyaCare team on all projects involving healthcare personnel documentation.
  • Provides internal expertise on scope of practice and professional standards.
  • Identifies and provides direction on issues relevant to client care and professional practice.
  • Develop and maintain effective working relationships with divisional members, Health PEI managers, directors, Senior Operations Team, Executive Leadership Team, Health PEI Board as well as staff and physicians across Health PEI leaders.
  • Develop and maintain effective liaison with federal and provincial/territorial departments.
  • Develops partnerships with regulatory Colleges, professional associations and other relevant external networks.
  • Promotes and facilitates professional development and ongoing learning opportunities
  • Facilitates inter and/or intra-professional mentorship opportunities for clinical staff

Minimum Qualifications:

  • Bachelor's Degree in a Nursing or Health-related Profession is required.
  • Appropriate licensure/membership in professional organization is required.
  • Recent, progressive experience in clinical roles that require leadership, facilitation, education, consultation, project management, and research utilization.
  • Considerable knowledge of best practice, evidence-based practice principles and literature, and Accreditation Canada standards.
  • Demonstrates the LEADS capabilities of Leads Self, Engages Others, Achieves Results, Develops Coalitions and Supports System Transformation.
  • Considerable experience in policy and program development and analysis.
  • Demonstrated ability to formulate and communicate a vision for quality clinical practice and initiate strategies in support of accomplishing or supporting excellence in practice and patient care.
  • Strong interpersonal and communication skills (written and oral including presentation skills) including conflict resolution, negotiation and change management.
  • Demonstrated ability to carry out complex analyses, organize, plan and think strategically.
  • Facilitation skills that support cross-program and cross-discipline development and coordination of initiatives and collaborative initiatives within and across the Health PEI divisions.
  • Commitment to develop knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents.
  • Comprehensive knowledge of Health PEI mission, vision, values, strategic directions and goals.
  • Comprehensive knowledge of adult learning principles.
  • Knowledge of research processes and methodology.
  • Knowledge of current trends and standards of clinical practice with a vision for the future direction of quality patient care and safety.
  • Demonstrated ability to lead self and work independently as well as part of interdisciplinary team.
  • Advanced knowledge and skill in various computer applications, i.e. Microsoft Office suite, Microsoft Excel, Microsoft PowerPoint, Internet research skills.
  • A good previous work and attendance record.
  • Applicants must have a valid driver's license as travel is required.

Other Qualifications:

  • Proficiency in working in a computerized environment with various software programs is an asset.
  • Master's level education is an asset.
  • Additional relevant education and experience will be considered an asset.
  • Certification in evaluation, change management, project management or leadership is considered an asset.

Salary Range: $40.77 - $50.96 per hour (Level 20)

Bi-Weekly Hours: 75 Hours Bi-Weekly / Monday to Friday, With Possible Evenings / Weekends.
