Job Summary

The Specialist, Locomotive Standards is responsible for handling all locomotive mechanical documentation related to installations, maintenance, and diagnostics. This includes defining procedures, establishing time targets, and supporting daily project planning for installations and upgrades. Additionally, the role leads the development and execution of the annual mechanical documentation plan. Additionally, the incumbent serves as the Subject Matter Expert (SME) for both Systems, Applications, and Products (SAP) data management and locomotive maintenance program management, ensuring accurate, consistent SAP data and providing technical leadership in maintaining and optimizing maintenance standards and strategies.

Main Responsibilities
Locomotive Documentation Mangement

Develop and handle an annual improvement plan for locomotive mechanical documentation to ensure accuracy, consistency, and alignment with operational goals

Oversee and maintain all locomotive related documentation (e.g., SAP, Integrated Data Management and Reporting (IDMR), technical bulletins, modifications)

Maintain traceability and version control by updating the Document Change Log with each revision, ensuring a clear history of changes and updates

Create new technical documentation and revise existing materials related to component installations, locomotive modifications, maintenance procedures, and diagnostics

Coordinate with engineering, Original Equipment Manufacturers (OEMs), and shop teams to validate and enhance documentation by facilitating conference calls, conducting on-site audits, and hosting in-person meetings

Collect and analyze real-world task time data for installations and upgrades to refine labor estimates, improve task time targets, and enhance procedural documentation

Ensure all documentation complies with applicable regulatory standards, including Federal Railway Association (FRA) and Transport Canada requirements

Maintain and update locomotive schematics and class books for the CN fleet

Gather and ensure all necessary documentation is in place for new, modified, or leased locomotives

SAP Maintenance

Maintain the locomotive equipment registry in SAP, ensuring accuracy and completeness of asset records

Oversee and update locomotive records in SAP and UMLER, including maintenance schedules, equipment characteristics, and configuration changes for new, modified, leased, or returned units

Ensure SAP maintenance plans and locomotive characteristics remain accurate and current

Create and update locomotive maintenance task lists and general task lists based on Reliability team recommendations

Lead the onboarding process for new and modernized locomotives (i.e., renumbering), including the setup of blue cards, maintenance plans, and locomotive characteristics in SAP and UMLER

Gather and analyze real-world task time data for SAP tasks to improve labor estimates, optimize task time targets, and enhance procedural documentation

Daily Operations and Project Management

Serve as a SME for planned locomotive modifications and upgrades

Generate reports based to identify and analyze recurring trends or issues in locomotive performance that may require document changes

Participate in daily operations conference calls to provide documentation support and technical expertise

Stay current and provide guidance on regulatory requirements (FRA, Transport Canada) impacting locomotive documentation and operations

Coordinate major Information and Technology (I&T) overhauls

Drive compliance with reporting policies and mandates

Review locomotive invoices for offline repairs, with authority to approve or reject charges as a SME

Service Excellence Reliability Reviews

Maintain accurate records during service excellence reliability reviews, including documentation of all open and closed dockets related to locomotive operations

Track and document the full lifecycle of dockets, from initiation through resolution

Record and report on docket activity during service excellence reliability reviews

Coordinate with responsible parties to obtain updates and ensure docket records are current

Prepare and document executive-level presentations for reliability reviews

Communicate effectively with stakeholders at all levels, including executive leadership up to the Executive Vice President

Working Conditions

The role is performed in a combination of office and outdoor environments in various types of weather conditions, with a regular workweek from Monday to Friday; however, some weekend work may be required based on operational needs. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires occasional travel (up to 25%) within Canada and the United States (U.S.).

Requirements
Experience

Electrical or Mechanical Locomotive

Minimum 3 years of locomotive electrical or mechanical experience

Minimum 2 years of railway operations and management experience

Minimum 1 year of experience in technical documentation development

o Experience with locomotive electrical systems or industrial automation

o Experience leading a team

Any experience for these above would be considered as an asset

Education/Certification/Designation

High School Diploma or General Educational Development (GED)

Bachelor's Degree in Computer Science or Engineering or an Electronics Technician diploma

Any designation for these above would be considered as an asset

Technical Skills/Knowledge

Strong computer skills including knowledge of Microsoft Windows and Office, Linux, and UNIX operating systems

Knowledge of various locomotive systems operation (i.e., OEM Electro-Motive Diesel (EMD) and General Electric (GE) Control Systems, both 26L, and Electronically Controlled Air Brake (EAB) type airbrake systems, Locotrol, Trip Optimizer)

Knowledge of Wabtec Interoperable Electronic Train Management System
(I-ETMS) and Computer-Aided Design (AutoCAD) Software
