Position Summary:
We are seeking a skilled and results-driven Planning Project Manager to lead the coordination, planning, and execution of municipal infrastructure and capital projects. This role plays a key part in long-term capital planning, optimizing infrastructure performance, and ensuring timely project delivery. The successful candidate will bring a mix of technical knowledge and project leadership to oversee multidisciplinary teams and work effectively with internal departments, consultants, and regulatory bodies.
Key Responsibilities:
- Manage the planning and implementation of municipal infrastructure projects from initiation to completion.
- Support the development and annual review of multi-year capital plans, prioritizing investments based on asset performance and lifecycle needs.
- Coordinate with internal departments, external consultants, and contractors to ensure successful project execution.
- Conduct feasibility assessments, site evaluations, and preliminary design reviews to support infrastructure and planning initiatives.
- Prepare detailed reports, technical documentation, and project recommendations for management or the council to review.
- Analyze asset condition data and risk factors to support infrastructure investment strategies and long-term planning.
- Lead procurement processes, including preparation of tender documents, proposal evaluations, and contractor negotiations.
- Ensure all projects meet applicable municipal, provincial, and federal regulations, standards, and environmental requirements.
- Monitor project schedules, budgets, and progress, proactively addressing risks or delays.
Qualifications:
- Post-secondary diploma in Civil Engineering Technology, Urban Planning, or a related field; a university degree is an asset.
- Minimum of 3 years of project management experience related to municipal infrastructure or capital projects.
- PMP (Project Management Professional) or Certified Engineering Technologist (CET) designation preferred.
- Solid understanding of municipal infrastructure, including transportation networks, utilities, and public works.
- Familiar with local and provincial legislation, planning policies, and regulatory requirements.
- Proficient in project management tools and engineering software such as MS Project, AutoCAD Civil 3D, or OpenRoads.
- Experience with GIS systems and asset management software is considered an asset.
