Manager, Operational Security

As Vancouver Island University grows its infrastructure, which includes new student housing to meet heightened demand, our security requirements are expanding accordingly. Under the interim guidance of the CFO & VP Administration, and in partnership with the Manager of Campus Security, this role carries the shared responsibility of overseeing all facets of the University's day-to-day security services, ensuring the protection of individuals and property across campus.

The ideal candidate will play a key role in fostering a social and physical environment that enriches the University's reputation for quality and excellence. This encompasses managing external security service contracts, which involves supervising a team of approximately 18+ contracted employees, as well as conducting investigations into security incidents, evaluating security risks, and proposing improvements to procedures and protocols to strengthen overall campus security.

Workload
35 hours per week. This position is on call 24/7 for emergencies. Calls/emails may come from Student Housing, RCMP, Security, Senior Executives or the security monitoring company.
Pay Level
Excluded Pay Band 10: Minimum salary is $104,043 and maximum salary is $118,231.
Starting Salary
Normal salary placement at the time of hire is $104,043 (prorated if part-time). This position is eligible for annual performance-based salary increases.

Duties:

Respond to situations where personal safety has been or could be compromised, determine what actions need to be taken, implement the necessary action and represent the University in the discharge of any grievance procedure that arise from those decisions.
Conduct sensitive investigations of incidents on campus where personal safety has been compromised and or other criminal activities that involve the University community. These investigations are in cooperation with departments including but not limited to Human Resources, Student Affairs, and external parties such as RCMP.
Key Management System. Monitoring and approving access requests and providing recommendations to departments. This supports employees, students, and contractors accessing specific areas to perform their studies, employment, and tasks.
On call Manager. This position is also required to participate in an on-call rotation for emergencies. Calls/emails may come from Student Housing, RCMP, Security, Senior Executives, or the alarm monitoring company.
Assist in coordinating special events that involve employees, students, and community events. Many events require building access, security, etc.
Managing security contract and ensuring Security is available at all VIU owned and leased properties when needed. If a guard position is vacant, it is expected to make accommodations that include physically supporting the site until a replacement guard is available. Monitor illegal activities that occur on VIU sites and adjust security solutions to try and reduce those activities.
Key member of the Risk and Threat Assessment and Student Affair's CARE Teams. This involves assisting in assessing and mitigating possible threats to the VIU community and supporting a successful return to campus when appropriate.
Conducts and oversees investigations of serious incidents by identifying and interviewing witnesses, victims, suspects, and relevant parties. Prepares investigation and evidentiary reports for support to police and campus authorities in respect to internal and criminal investigations. Liaises with appropriate authorities, as required.
Ensures the protection of people and property through the effective use of security technology systems such as intrusion alarms, security cameras and access controls.
Provides internal communications including incident reporting and updates to leaders and key stakeholders within VIU

Required Qualifications:

Undergraduate degree in a relevant field, including criminology, justice, Mental Health and Wellness, Law, or Security Administration. Minimum 6 years' related experience. An equivalent combination of education and experience may be considered.

Security supervisory/leadership experience in conducting investigations, gathering, and documenting evidence and enforcing statutes.
Experience working with site security platforms, such as access control, CCTV, and intrusion alarms systems.
Recent experience leading training in personal safety or other security related programs;
Recent experience conducting threat and risk assessments (VTRA, CPTED).
Advanced knowledge of the concepts, theories, and practices of security management, with emphasis on security systems, investigations, threat assessment and other security processes.
Excellent communication and interpersonal skill, including the ability to interact with internal and external stakeholders and authorities in the context of a critical incident or traumatic event, as well as for investigative purposes.
Ability to work collaboratively with a diverse set of stakeholders on university security issues.
Must be adaptable and open to diverse viewpoints.
Demonstrated innovation and change management skills which include supporting and encouraging new ideas and approaches.
Ability to affect and influence organizational change.
Strong analytical and critical thinking skills and the ability to apply sound judgement in problem solving, evaluating courses of action, and making decisions on complex security matters.
Ability to define problems, collect data, establish facts, and draw valid conclusions to prepare clear, concise, and accurate observation and investigation reports, business correspondence and program documentation such as technical procedures, guidelines, and manuals.

Preferred Qualifications:

Experience working with and/or knowledge of post-secondary environments and communities is preferred.
