The Project Officer will support Build Nova Scotia's Project Delivery team in delivering the Halifax Infirmary Expansion Project (HIEP) project and collaborate with the various integrated project Workstreams, Groups and Stakeholders. Reporting to a Project Manager, the Project Officer will be a key part in providing project coordination and documents review throughout the project lifecycle; from planning, procurement, selection and negotiation of proponents for new contracts, oversight of the design, construction and commissioning periods, and transition to the operational phase. This is a full-time five (5) year term position.

Responsibilities
  • Support the delivery of large and complex healthcare infrastructure projects through all phases, including planning, procurement, design, construction, commissioning, transition to operations, and project closeout.
  • Coordinate and support core project management functions, including scope, schedule, budget, resource, risk, quality, change management, project controls, and performance reporting to support successful project delivery.
  • Coordinate the preparation, review, tracking, and distribution of project documentation, including technical reports, RFIs, change orders, shop drawings, design submissions, governance materials, contracts, project correspondence, and soliciting timely input from stakeholders.
  • Support procurement, contract administration, financial tracking, invoice processing, expenditure management, and project reporting, while monitoring project performance against approved budgets and schedules.
  • Conduct site visits and field reviews to monitor construction progress and support compliance with project requirements, design intent, safety standards, and regulatory obligations.
  • Participate in quality assurance activities, including the identification, documentation, tracking, and resolution of project deficiencies and issues in collaboration with contractors, consultants, and project stakeholders.
  • Coordinate meetings, workshops, stakeholder engagements, project communications, including the preparation of agendas, meeting minutes, action logs, and progress updates.
  • Identify, track, and support the resolution of project risks and issues, escalating matters to the Project Manager as required.
  • Build and maintain collaborative relationships with internal teams, consultants, contractors, operators, government partners, and other project stakeholders.
  • Contribute to the continuous improvement of project management practices, reporting processes, scheduling methodologies, contractor performance evaluation, and project delivery standards.
  • Other duties as assigned.
Qualifications
  • A university or college degree or diploma in Construction Management, Project Management, Engineering, Architecture or equivalent combined with a minimum of 5 years progressive hands-on experience delivering Infrastructure projects.
  • Demonstrated experience and working knowledge of project management principles, including scope, schedule, risk management, project controls, change management, document management, and governance processes.
  • Demonstrated experience in reviewing technical documentation and design and construction drawings. In addition, coordinating consultant deliverables and supporting governance processes may be required and previous experience would be an asset to support this.
  • Demonstrated experience in contract management, including financial oversight, administration, monitoring and reporting of contract obligations, changes, and costs.
  • Strong organizational skills with demonstrated ability to coordinate multiple priorities, maintain accurate project documentation, and meet competing deadlines.
  • Strong stakeholder engagement skills, with a track record of resolving issues collaboratively with clients and multidisciplinary project teams.
  • Proficiency in scheduling tools such as Microsoft Project and other relevant software platforms.
  • Professional Engineer (P.Eng) designation is considered an asset.
  • Project Management Professional (PMP) certification, Certified Associate in Project Management (CAPM), or progress toward certification is an asset.
  • Familiarity with the Public-Private Partnership (P3) delivery model is an asset.
  • Strong attention to detail with ability to produce quality work under time restrictions.
  • Team player who can work effectively in a team environment while also completing tasks independently with a focus on quality.
  • Experience with healthcare infrastructure projects is an asset.

Pay Grade: NSL-13

Salary Range: $3135.37 - $4311.13 Bi-Weekly

Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills, experiences and overall qualifications of a candidate to determine appropriate placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework.
