About Property Valuation Services Corporation

Property Valuation Services Corporation (PVSC) is an independent, not-for-profit organization that provides property assessment services and information to Nova Scotia municipalities and property owners.

We employ approximately 135 people who live and work in over 60 communities across the province.

Local governments use our annual property assessments to establish their municipal property tax rates, which fund important local services and infrastructure, and build communities.

About the Opportunity

Reporting to the Assistant Director, you will help keep property information accurate and up to date. You will support the assessment of commercial, residential, mobile home, and condominium properties by reviewing information about land, ownership, building permits, property sales, and leases.

What You'll Do

  • Review maps, deeds, survey plans, and real estate information to confirm property boundaries and ownership.
  • Gather property information and prepare files for property sales reviews.
  • Review building permits, prioritize requests, and match permits to the correct properties.
  • Confirm each property's classification and tax status, updating records when changes occur.
  • Maintain accurate land, ownership, location, and lot size records.
  • Update property records and send notices to property owners when required.
  • Provide mapping and ownership information to support property assessments and related projects.
  • Help maintain the annual property assessment roll and improve the accuracy of property information.
  • Contact property owners to gather information and explain potential tax related changes.
  • Work with municipalities, government partners, and PVSC to resolve land and ownership questions.
  • Coordinate land related questions with the provincial Land Services team.
  • Help resolve appeals related to property boundaries or ownership and update records as needed.

What You'll Bring

A high school diploma and 3 years of related work experience, or an equivalent combination of relevant education, training, and experience.

You will bring the ability to:

  • Interpret building plans and spatial documents, including subdivision and survey plans, site plans, legal descriptions, deeds, wills, leases, and other legal documents.
  • Research and cross reference information from multiple sources to identify inconsistencies and resolve data, ownership, or process issues.
  • Approach questions with curiosity, use available reference tools, and recognize when additional information or investigation is needed.
  • Analyze information, solve problems, exercise sound judgment, and make accurate, well supported decisions.
  • Understand the real estate market and how property information can affect the valuation process.
  • Maintain a high degree of accuracy when working with property, ownership, taxation, and assessment information.
  • Learn and apply legislation, processes, databases, mapping tools, spreadsheets, software, and new technologies.
  • Communicate clearly and professionally with property owners, municipalities, government partners, and colleagues.
  • Work independently, manage priorities, and take ownership of assigned work.
  • Adapt priorities as operational needs change throughout the assessment cycle.

The following knowledge and experience are considered assets:

  • Knowledge of Nova Scotia property assessment legislation and land registration systems.
  • Familiarity with International Association of Assessing Officers standards.
  • Use of LIN-NS and iasWorld databases to research property information and interpret leases and site plans.

PROPERTY VALUATION SERVICES CORPORATION (PVSC)

Property Valuation Services Corporation (PVSC) provides property assessment services and information for Nova Scotia's municipalities and property owners in accordance with the Nova Scotia Assessment Act.

PVSC was created on April 1, 2007 as an independent, not-for-profit organization under the terms of the Property Valuation Services Corporation Act.

Who We Are:

We are governed by a Board of Directors and led by Chief Executive Officer, Scott Farmer.

Our Board includes municipal officials, members with municipal experience, independent members, and the Chief Executive Officer of the Nova Scotia Federation of Municipalities (NSFM).

We employ approximately 120 people that live and work in over 60 communities across the province. In 2018, we shifted to a predominantly work-from-home model, but we also have offices in Dartmouth and Truro.

What We Do:

Each December, we deliver an Assessment Roll to all 49 Nova Scotia municipalities so local governments can set their property tax rates. Every January, we deliver over 638,000 Property Assessment Notices to property owners so they can review, make inquiries, or appeal their assessments before receiving their municipal property tax bills.

We also administer the Capped Assessment Program (CAP) and the Seasonal Tourist Business Designation Program on behalf of the Nova Scotia government.

We do not have the authority to set tax rates, collect taxes, create tax policy or provide tax relief. Those important roles are fulfilled by Nova Scotia's provincial and municipal governments.

We follow internationally accepted standards for mass appraisal from the International Association of Assessing Officers (IAAO) and our assessors hold a variety of professional assessment and appraisal designations.

In 2015, PVSC was the first assessment jurisdiction in North America to be certified by the International Property Tax Institute (IPTI) for compliance with our legislative mandate and with IAAO best practices and quality standards.

In 2020, we were presented with the "Distinguished Assessment Jurisdiction" award by the IAAO in recognition of our achievements applying machine learning to property assessment.
