Horizon Health Network (Horizon) is seeking a strategic, innovative, and experienced Regional Manager to become part of the vibrant and collaborative HR Talent, Learning and Development (L&D) team. Who you are
You have a worked in a learning and development environment and a leadership role for a minimum of 5 years. You have experience formulating learning and development strategy, driving change, and delivering results across cross-functional teams. You have knowledge of best practices related to adult learning, methodologies, strategies and evaluation as well as knowledge of project management, planning, process review, and evaluation methodologies. You are proficient in the use of common computer software applications (Microsoft Office), learning management systems, and capacity to develop knowledge of new learning technologies. You have excellent interpersonal and communication skills to engage team members and stakeholders. You excel at working collaboratively with internal and external stakeholders. Additionally, you can manage competing priorities and balance multiple tasks in a fast-paced environment; attend work on a regular basis with good work record; perform the duties of the position and travel as required
University degree in Adult Education, Instructional Design, Healthcare Management, Nursing Education, Information Systems, or other relevant field of study is required.
What you will do
Strategic Leadership
- Provide leadership in the development and execution of organizational learning and development strategies aligned with corporate priorities and workforce needs
- Partner with Human Resources, operational leaders, physician leaders, and executive leadership to identify organizational capability requirements and develop responsive talent solutions.
- Lead learning initiatives that support organizational transformation, culture development, workforce engagement, and employee experience.
- Contribute to workforce planning and talent management strategies that ensure future workforce readiness.
Learning and Development
- Provide strategic and operational oversight for organization-wide education and development programs throughout the employee lifecycle, including: employee orientation, mandatory and compliance-related education, continuing professional development and learning pathways for clinical, corporate, and support service employees.
- Coordinate internal marketing and communications plan for L&D events and programs
- Support performance development practices that foster accountability, continuous feedback, growth, and employee engagement.
- Work collaboratively with Talent Acquisition to support internal talent mobility and career development opportunities.
- Ensure learning technologies and digital solutions meet organizational needs and improve access to learning opportunities.
- Promote innovative learning methodologies and evidence-informed adult learning practices.
Compliance and Risk Management
- Ensure education and training requirements support compliance with provincial legislation, accreditation standards, professional practice requirements, collective agreement obligations, and organizational policies.
- Monitor mandatory education completion and organizational compliance metrics.
- Mitigate organizational risk through robust education governance and reporting processes.
Operational Leadership
- Lead and develop a geographically dispersed team of learning and development professionals.
- Establishes priorities, allocates resources, and monitors performance to achieve departmental objectives.
- Manage departmental budgets and associated vendor relationships.
- Develop policies, standards, and performance indicators related to learning and development services.
