The Department of Post-Secondary Education, Training and Labour is seeking an individual to join the Policy, Research and Labour Market Analysis Branch, as a Senior Researcher in Fredericton.
The Policy, Research and Labour Market Analysis Branch is responsible for advancing the Department's strategic policy direction, while ensuring consistency with Government priorities and activities. The Branch is responsible for leading policy development related to industrial relations and employment standards, accessibility, employment development, population growth, adult learning, student financial assistance, and post-secondary education issues; and for providing labour market information, leading research projects and program monitoring and evaluation activities.
The Policy, Research and Labour Market Analysis Branch is also responsible for planning, monitoring, and developing all Departmental Memoranda to the Executive Council, including legislative and regulatory activities, appointments to Agencies, Boards, and Commissions, and holds responsibility for the Accessibility Office.
ROLE
The successful candidate will play a vital role in fulfilling the responsibilities of the Branch with regards to research and evaluation of programs across the department. The successful candidate will be responsible to plan and lead key monitoring and evaluation projects which provide accountability measures and key indicators for the Department.
RESPONSIBILITIES
Working collaboratively, the Senior Researcher supports evidence-informed decision making and accountability across the department in two key ways.
- Executing program evaluation and general research and analysis, including,
- Development and maintenance of evaluation plans aligned to departmental and program needs.
- Planning and managing projects, including those with external consultants.
- Developing recruitment and sampling plans.
- Developing or validating various research instruments for use, including surveys and research protocols.
- Conducting internal data analysis and reporting.
2) Providing advice, guidance and support across the department and government. This includes:
- Developing evaluation frameworks and plans for programs and services across the department.
- Advising on appropriate KPIs and measurement methodologies, ensuring relevance and utility.
- Representing the department on committees and evaluation working groups related to agreements (e.g. Workforce Development Agreement, Provincial Nominee Program Agreement), and assisting with external evaluations mandated under Federal government agreements.
- Advising on research methods and approaches.
ESSENTIAL QUALIFICATIONS: A bachelor`s degree in business/public administration, education, social sciences or other related discipline and a minimum of five (5) years of related experience in research and evaluation. Strong proficiency in MS Excel and the Microsoft Office environment.
OR
a master`s degree in public administration, business administration, education, social sciences or a related field and a minimum of (3) three years of related experience in research and evaluation. Strong proficiency in MS Excel and the Microsoft Office environment.
An equivalent combination of training and experience may be considered. Candidates with an appropriate mix of skills and qualifications may be considered for underfilling the position.
Written and spoken competence in English is required. Please state your language capability.

The ideal candidate will possess the competencies for Canadian evaluation practice outlined by the Canadian Evaluation Society within the five domains of practice: Reflective Practice, Technical Practice, Situational Practice, Management Practice, and Interpersonal Practice. ASSET QUALIFICATIONS: Preference may be given to candidates who have:
- Experience leading and conducting multi-faceted evaluation research or general research projects.
- Attained a Credentialed Evaluator or equivalent designation.
- A strong foundation in quantitative, qualitative, and mixed methods research.
- Familiarity with research software, such as SPSS, R, Limesurvey, or NVivo.
- Demonstrated ability to work collaboratively with diverse stakeholders.
- Experience with employment and training programs, economics, labour market information, and/or other subject matter directly relevant to the department`s programs and services.

Salary: $67,600 to $94,406 per annum
