About Us
As part of the Newfoundland and Labrador Health Services, Digital Health provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

About the Role
We are currently looking for a Senior Epidemiologist to join our Data and Information Request team. In this role, you will support the coordination, management, and delivery of data access, research, evaluation, and analytics initiatives across Newfoundland and Labrador Health Services. Acting as a key liaison between researchers, operational leaders, governance bodies, and technical teams, you will facilitate data access processes and provide expertise related to health system data, information governance, and secondary use of data.

You will be responsible for:
• Collaborating with internal and external stakeholders to understand, define, document, and validate information requirements for data access related to research, evaluation, quality improvement, and health system planning initiatives.
• Leading the coordination and intake of advanced epidemiological, and health analytics initiatives to support research, health system planning, evaluation, surveillance, and quality improvement priorities across NL Health Services (NLHS) and external partners. This includes consultation, case management, and supporting discussions on data linkage and advanced analyses, using both biostatistical and epidemiological expertise.
• Providing subject matter expertise on health system data sources, data availability, data flows, and data limitations to support project planning, data access, and analytical activities.
• Designing appropriate epidemiological and statistical methodologies to support data access requests related to research, evaluation, health system performance measurement, policy analysis, population health surveillance, and operational decision-making.
• Utilize SQL, R (or other data management tools) to query, validate, analyze and support the extraction of data from a variety of health information systems and repositories.
• Developing and maintaining documentation required to support data access processes. Including translating business, research, and operational requirements into technical specifications for data extraction, linkage, reporting, and secure data access.
• Provide advice and guidance on data governance, privacy, ethics, security, and appropriate use of health information in accordance with applicable legislation, policies, and organizational requirements.
• Establish and maintain effective working relationships with stakeholders across clinical, operational, research, technical, and leadership environments to support organizational priorities.
• Supporting the development, maintenance, and continuous improvement of data access resources, user guides, operational procedures, and stakeholder education materials.

Assets
• Understanding of the health care system, administrative health data, and electronic health information systems.
• Understanding of administrative health data structures, data linkage methodologies, and record-level data extraction processes.
• Experience with SQL Server, R, SAS or other data querying and statistical tools.
• Experience supporting research, evaluation, or secondary use of health data.
• Experience contributing to data harmonization, data model alignment, or metadata standardization initiatives.
• Experience with de-identification techniques and privacy-preserving data methods.

About You
Your education and experience include:
• Master’s degree in biostatistics, epidemiology, statistics, public health, social sciences, or a related field.
• Minimum of five years’ experience in health analytics field leading initiatives involving analysis of large amounts of data and application of epidemiologic/biostatistical methods.
• Preference will be given to candidates with experience working with administrative health data structures, and data linkage methodologies.
• Experiences of collaborating with stakeholders within the health system.
• It would be considered an asset if you have the following
o Knowledge and experience with the use of health information systems.
o Experience using business intelligence tools (e.g., PowerBI, Cognos)
