Who we are:The Department of Education Early Childhood Development (EECD) is seeking to fill the role of Project Professional within the Strategic Alignment & Project Management Office (SAPMO). The unit supports the successful delivery of strategic initiatives by integrating project management, process improvement, and change management practices, playing a critical role in driving results, strengthening organizational effectiveness, and enabling sustainable change across early childhood and K-12 education.

SAPMO is part of the Policy, Strategic Planning & Project Management Office (PSPPMO) Division, alongside Policy & Legislative Affairs, Teacher Certification, and Corporate Data. Together, the division provides integrated support for strategic planning, performance improvement, data governance, and legislative alignment across the education system.

What you will do:In this role, the Project Professional acts as a facilitator and delivery partner, working with project sponsors, directors, leads, and teams to strengthen project delivery capacity and the adoption of sustainable changes. This includes guiding the effective use of project methodologies by integrating project management (PM), continuous improvement (CI), and change management (CM) practices.

The integration of these practices is tailored to the scope and intended outcome of each project and initiative, whether the work begins with a defined problem, solution, or a combination of both. This may include developing current and future state processes, defining and sequencing the steps required to advance defined solutions, and identifying opportunities to improve and streamline workflows. In all cases, projects are planned and tracked from initiation through to implementation and benefit realization, with day-to-day management scaled to project complexity and team maturity.

This work is carried out in collaboration with a wide range of internal and external stakeholders, including departmental teams, the early childhood sector, and school districts. Through strong relationship management and influence, the Project Professional ensures projects are clearly defined, effectively planned, well communicated, and successfully implemented. Risks and barriers are addressed proactively to maintain momentum and alignment with departmental priorities.

Your responsibilities will include:

  • Lead and support the project delivery through integrated PM, CI, and CM practices.
  • Assess context, including defined problems, solutions, or both, to inform approach and delivery.
  • Facilitate sessions as required, with approach and methods adapted to project needs and context.
  • Develop and manage project plans, including scope, timelines, milestones, and interdependencies.
  • Provide hands-on support during project execution to maintain momentum and achieve outcomes.
  • Identify risks, inefficiencies, and barriers, and implement mitigation and improvement strategies.
  • Monitor progress, track outcomes, and support benefit realization through measures and reporting.
  • Support stakeholder engagement, readiness, and adoption of change.
  • Provide guidance and coaching on tools, methods, and best practices.
  • Build strong relationships to align priorities, foster collaboration, and influence successful outcomes.

Essential Qualifications:

  • Bachelor's degree in business administration or a related field.
  • Minimum five (5) years of progressively responsible experience, which may include:
    • Project management, including planning, execution, and delivery of initiatives; or
    • Continuous improvement, including analysis of workflows and implementation of improvements;
    • Change management, including stakeholder engagement, readiness, and adoption of change; or
    • Program, policy, or operational roles, including experience assessing needs, supporting implementation, and contributing to outcomes;
  • An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

  • Permanent Position: 2nd language (English or French) Minimum level required is (2+) Intermediate Plus.
  • Contract Position: French essential, level required is (4) Superior, minimum level of English is (2+) Intermediate Plus.

Nice to have:Preference may be given to candidates that demonstrate:

  • Certification in Project Management
  • Certification in Lean Six Sigma Methodology (Green Belt or Black Belt).
  • Certification in Change Management Methodology (e.g., Prosci).
  • Experience supporting complex, multi-stakeholder or cross-functional initiatives.
  • Experience in program or policy evaluation.
  • Experience with data analysis or business intelligence tools.
  • Experience working in a government or regulatory environment

Wage:Pay Band 6: $78,546 - $104,494 annually.
