As part of the Enterprise Project Management Office, the Field Operations Specialist will focus on the Transmission and Distribution (T&D) Wires portfolio. This position will be primarily focused on Transmission Line Life Extension (TLLE) program which has the objective to maintain the reliability of the transmission system through rebuilds and life extension projects, thereby reducing the risk of transmission line failure. Other work in the portfolio includes renewable and large customer connections, distribution transformer replacement program, and large distribution generation and customer connections.
The Field Operations Specialist role is vital to the success of the T&D Wires portfolio as it is the most front-line supervisory position in the program. Additionally, the Field Operations Specialist will interface with the contractor Superintendent and staff to ensure they are fulfilling their contract obligations, working safely and managing issues as they arise.
Key functions include:
- Safety and Environmental Compliance: Promote and enforce safety policies, procedures, and safe work practices. Conduct field inspections, tailboard meetings, and job hazard analyses and ensuring compliance with utility standards, regulatory requirements, and environmental guidelines. Identify and report safety concerns, near misses, and incidents; support corrective actions.
- Project Planning: During the construction off-season, develop comprehensive construction plans, including detailed timeframes and budgets, in alignment with NB Power's Project Management Methodology. Additionally, providing field support to other project managers for larger-scale projects including access planning, stakeholder engagement with landowners, municipalities, emergency response, and providing asset condition evaluation.
- Project Reporting: Track field progress and provide regular updates to the project teams. Prepare reports to meet project governance and oversight requirements, ensuring compliance with the Enterprise Project Management Office standards.
- Project Execution: Oversee project execution and contractor management, including participation in contractor meetings, conducting Quality Assurance (QA) assessments, coordination material deliveries, obtaining necessary work permits, and tracking and documenting field changes. Ensure a seamless transition from construction through commissioning and handover to operations. Support other project managers in executing larger projects as required.
The ideal candidate will have one of the following combinations of certifications and experience:
- Powerline Technician CQ plus six years' post certification experience in Transmission or Distribution Line Construction with at least four years of experience in Transmission including contractor/crew and safety oversight.
OR - Distribution System Operator CQ plus eight years post certification experience in Transmission or Distribution Line Construction with at least four years of experience in Transmission including contractor/crew and safety oversight.
AND - Valid Class V Driver's License
An equivalent combination of training and experience will be considered. Subject to competition response, the minimum qualifications may be modified.
Preference will be given to those candidates with transmission live line experience and work methods.
An Eligibility List generated from this competition may be used to fill future vacancies at the same level within a period of up to 12 months.
