About the Department/Region

Context: The Eastern Region maintains and supports approximately 3,500 NL Housing rental properties on the Avalon and Burin Peninsulas through offices in St. John's (Avalon) and Marystown. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations including eviction prevention, and monitoring, facilitating and administering property maintenance. A variety of programs designed to support low to moderate income households and homeowners are also delivered. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.

Salary Scale: $61,247 to $81,917 per annum, 339 points on management pay scale, 40-hour work week

Duties: : Reporting to the Assistant Manager, Maintenance, the incumbent plans, schedules, and supervises staff performing upgrades and preventative maintenance across the Corporation's housing portfolio in the Eastern Region, including occupied and vacant units. The incumbent ensures work is completed in accordance with corporate policies, program guidelines, and the applicable Collective Agreement, and conducts regular on-site inspections to monitor quality, safety, and adherence to schedules, with a strong focus on vacancy timelines. Issues involving delays or additional costs are escalated to the Regional Maintenance Manager. The Field Supervisor is responsible for actively monitoring staff performance and leave issues and taking corrective action, with consultation with Regional Management and Human Resources, as required. As well, the incumbent ensures that performance issues and corrective actions are properly documented. The Field Supervisor monitors staff performance and attendance, implements corrective action as needed in consultation with management and Human Resources, and ensures proper documentation. The role also supports maintenance budgeting, participates in staff meetings and committees, responds to tenant concerns, and reviews tenders and standing offers for compliance and oversight of corporate facilities. Other related duties may be required.

Screening Criteria

Completion of construction related trade or an engineering technology program/diploma (equivalencies may be considered)

Progressive experience in building maintenance and construction

Experience supervising and/or inspecting the work of others

Supervisory experience in a unionized environment (Asset)
