About the Department/Region
Context: The Labrador Region maintains and supports approximately 250 NL Housing rental properties in the areas served by an office in Goose Bay and a sub-office in Labrador City. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations including eviction prevention, and monitoring, facilitating and administering property maintenance. A variety of programs designed to support low to moderate income households and homeowners are also delivered. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.

Salary Scale: $57,093 to $63,499 per annum (CG-33, $31.37 to $34.89 per hour), 35-hour work week
Labrador Allowance: with dependent $8,939, without $4,529
Travel Allowance: $1,425 for employee and $1,053 per dependent
Duties:
This position is responsible for advanced technical and administrative work related to the assessment, design, procurement, and contract administration of maintenance, modernization, and community-based housing projects in Labrador.The incumbent conducts inspections of residential properties to assess conditions, identify deficiencies, and evaluate life safety, structural, environmental, and accessibility requirements. Responsibilities include preparing scopes of work, specifications, cost estimates, and technical drawings (CAD), as well as developing and/or reviewing plans for a range of building types.
This role administers contracts and monitors projects to ensure compliance with contract documents, codes, standards, and safety requirements, including evaluating progress claims, change orders, and preparing inspection and technical reports with recommendations.The incumbent supports program delivery for initiatives such as the Home Energy Savings Program (HESP), Provincial Home Repair Program (PHRP), and Home Modification Program (HMP), including coordinating inspections with clients and landlords. Additional duties may include energy analysis, assessment of underground infrastructure, technical research, and liaising with stakeholders. This position requires travel throughout Labrador, including remote communities, and the performance of other related duties as required.
Screening Criteria
Completion of diploma in Civil, Architectural, or Building Engineering Technology or designation as a PTECH (building discipline) by the Association of Engineering Technicians or Technologists of Newfoundland and Labrador (AETTNL)
Experience in the residential construction and/or inspections
Registration with Association of Engineering Technicians and Technologists of Newfoundland and Labrador (AETTNL) (Asset)
Assessment Criteria
Knowledge of building code/standards and building science principles, particularly Part 9 of the National Building Code (asset)
Knowledge of design related to multi-unit residential dwellings
Knowledge of engineering technology, architecture, and/or civil engineering principles
Proficiency with computer software, including Excel and Computer Aided Design (specifically AutoCAD)
Construction estimating skills
Contract administration skills
Ability to effectively exchange information including written technical communication skills
Ability to work independently and manage time and tasks
Relationship building
