The Mactaquac Generating Station began generating electricity in 1968. Since the 1980s, concrete portions of the hydro station have been affected by a chemical reaction called alkali-aggregate reaction (AAR). The reaction causes the concrete to swell and crack and has required substantial annual maintenance and repairs. NB Power is proposing a project to ensure the station can operate to its intended 100-year lifespan with a modified approach to maintenance and adjusting and replacing equipment and concrete overtime.
The Quality Specialist (Civil, Electrical, and Mechanical) provides owner-side quality assurance to ensure all construction and commissioning activities comply with project specifications, drawings, codes, and standards. This role verifies contractor adherence to approved procedures and inspection and test plans (ITPs), performs field inspections, and supports the resolution of nonconformances, audits, and quality documentation for system turnover.
The scope includes civil, mechanical, and electrical installations such as earthworks, structural concrete, rebar, piping systems, mechanical equipment, power distribution systems, grounding, cabling, switchgear, transformers, and protection and control systems.
The Quality Specialist also supports testing, commissioning readiness, and turnover activities including welding and non-destructive examination (NDE), hydrostatic testing, mechanical completion, electrical testing, and pre-energization checks to ensure systems are installed safely and meet all project requirements.
Quality Specialist (Civil) key functions include:
- Quality Oversight & Compliance: Verify civil construction activities follow approved ITPs, drawings, procedures, project specifications, and applicable codes and standards.
- Field Inspections & Structural Verification: Perform field inspections of reinforcing steel, formwork, embedded items, structural components, and witness concrete placement, curing, and post-tensioning activities.
- Earthworks, Survey & Civil Interfaces: Review survey layouts and as-built records, monitor earthworks and compaction testing, and verify installation of water stops, joints, drains, and other civil interfaces.
- Audits & Quality Support: Conduct audits of civil contractors and support the implementation and improvement of project quality procedures and compliance requirements.
- Coordinate, Report & Turnover: Coordinate inspection hold points, provide quality updates to project teams, and review turnover documentation including inspection records, test reports, as-built drawings, and non-conformance reports (NCR) closures.
Quality Specialist (Civil) - our ideal teammate will have:
- Bachelor of Science degree in Civil Engineering or Technology diploma in Civil Engineering or certification in a related civil discipline (candidates with a related diploma require an additional two years of experience)
- Eight years of related experience in heavy civil construction including concrete and structural quality assurance /quality control
- Experience with ITPs concrete testing, post tensioning, survey control, and applicable civil codes and standards
Quality Specialist (Electrical) key functions include:
- Electrical Quality Assurance: Review contractor quality plans and test documents for compliance; monitor workmanship and labeling; track NCRs and close corrective actions.
- Installation Oversight: Inspect raceways, trays, conduits, supports, bonding, and penetrations; oversee cable pulling and terminations; verify grounding and equipment installations (switchgear, transformers, panels, etc).
- Testing Verification: Witness key electrical tests including insulation resistance, continuity, transformer/ functional checks, loop checks, and relay testing.
- Pre Energization & Commissioning: Perform walkdowns; verify as builts, labels, safety controls, test records, protection settings, and interlocks; review turnover documentation.
- Audits & Quality System Support: Conduct contractor and service provider audits; close findings; support improvements to electrical quality assurance processes.
Quality Specialist (Electrical) - our ideal teammate will have:
- Bachelor of Science degree in Electrical Engineering or Technology diploma in Electrical Engineering or certification in a related electrical field (candidates with a related diploma or certification require an additional two years of experience)
- Eight years of related experience in electrical quality assurance in industrial or utility projects
- Experience with electrical testing methodologies, protection and control systems, and applicable electrical codes and standards
Quality Specialist (Mechanical) key functions include:
- Mechanical Quality Oversight: Review contractor quality plans, ITPs, procedures, and test packages; monitor piping fabrication, installation, fit up, bolting, cleanliness, and preservation; track NCRs and punch items; verify material traceability and pressure boundary documents.
- Welding Non Destructive Examination (NDE) and Special Processes: Verify welding procedure specification (WPS), procedure qualification record (PQR), welder performance qualification (WPQ) and consumables; review NDE reports, radiographic testing (RT), ultrasonic testing (UT), magnetic particle testing (MT), liquid penetrant testing (PT) and positive material identification (PMI) reports; witness fit ups, root passes, temperature control, and required heat treatment.
- Pressure Testing & Reinstatement: Perform pre hydro walkdowns; verify boundaries, isolation, gauges, and safety; witness hydro/pneumatic tests and confirm logs; oversee flushing, cleaning, drying, preservation, torquing, and leak testing.
- Equipment Installation & Commissioning: Inspect installation of pumps, turbines, valves, exchangers, and auxiliaries; verify lubrication, rotation checks, bump tests, and functional testing; review mechanical completion and turnover documents.
- Audits & Quality Assurance Support: Conduct audits of contractors and NDE providers; close audit findings; support improvements to mechanical quality assurance procedures.
Quality Specialist (Mechanical) - our ideal teammate will have:
- Bachelor of Science degree in Mechanical Engineering or Technology diploma in Mechanical Engineering or certification in a related mechanical field (candidates with a related diploma or certification require an additional two years of experience)
- Eight years of related experience in mechanical quality assurance on large industrial or utility projects
- Experience with welding/NDEs, pressure testing, and mechanical completion and turnover practices
An equivalent combination of training and experience may be considered. Subject to competition response, the minimum qualifications may be modified.
An Eligibility List generated from this competition may be used to fill future vacancies at the same level within a period of up to 12 months.
