DUTIESReporting to the Manager, Budgets, the Budget Analyst will be responsible for the analysis and provision of information to support data-driven and evidence-based decision making for a wide range of users, including units, portfolios, the university, and government. This position is a specialist in the areas of budgets (salary, operating, and capital), analytics, research, and reporting and has accountability for complex and comprehensive analysis, reporting, and related activities in support of the operating and capital budget functions of the University.
Duties include designing and implementing key financial metrics, performance indicators, benchmark data, and dashboards to support the University, inform the Board of Regents, and ensure the Government mandate for transparency; creating advanced analytical, financial, and statistical reports and developing financial narratives and briefing notes based on the quantitative and qualitative report data; reporting on data related to operating and capital budgets which may include current financial performance and impact on the year-end forecast, opportunities and risks, tuition and enrolments, position management, energy management, trend analysis and budget-to-actuals variances; conducting institutional, best practice, and historical research, anticipating its impact to the budget, and developing recommendations on budget policies and procedures; developing complex capital and operating models and forecasting scenarios, including generation of budget scenarios involving tuition, other revenues, salaries and benefits, and operating expenses; providing comprehensive and insightful recommendations, financial and institutional analysis, costing, modelling, research, and forecasting for a broad range of fund, organization, and account data in support of the annual and multi-year budgetary planning cycle, strategic planning, operational decision-making, policy development, and resource allocations.
QUALIFICATIONSExperience (5-7 years) in a complex, multi-faceted organization with progressive responsibility for budgetary operations, financial management, accounting, and/or business analytics; completion of a four-year undergraduate degree in business, economics or statistics is required; or an equivalent combination of experience and training may be considered. The ideal candidate will have knowledge of financial concepts, principles, processes, and techniques; excellent ability to critically analyze data and translate it into comprehensive reports and recommendations; and a demonstrated ability to interpret, apply, and explain complex systems, rules, and processes with experience in facilitating training sessions. The incumbent should be proactive and show initiative; have advanced judgment and problem-solving skills; technical expertise in enterprise applications and software tools (e.g. Excel); have the ability to manage multiple projects and tasks with competing interests and arising critical issues; have excellent analytical, organizational, and time management skills; and possess a strong attention to detail. Experience working with FAST and Banner, and knowledge of salaries, employee benefits, and payroll in an academic or public sector environment setting would be considered assets.
SALARY $67,414 - $91,929 per annum (Management and Professional)
