Program Manager - Non-Regulated Project Execution

This is a management position in a highly technical and multi discipline engineering and project management field. This position requires senior level knowledge in managing capital upgrade programs, project administration, construction, commissioning, performance testing and evaluation; proven project management skills, proven contract negotiating skills, combined with sound judgment and decision making skills; ability to think conceptually; excellent organizational, interpersonal and communication skills, along with the ability to work in a team environment. Strong strategic thinking and problem solving skills are a must, as are excellent oral and written communication skills. This position requires a proven ability to provide leadership and accept responsibility in a highly technical environment.
Demonstrated abilities in team building and decision-making shall be apparent, as well as the ability to plan, organize, and supervise in a highly technical environment.
Worksite is normally an office environment, but the incumbent occasionally is required to work in existing power generation facilities, construction sites, manufacturing plants and machine shops that are dirty, noisy, and potentially dangerous environments. May be required to climb structures or enter confined spaces.
Key Responsibilities:
- Program manager for project execution activities at non-regulated assets such as Menihek and/or similar. Act as the single point of contact for Hydro in relation to capital program delivery for assigned assets;
- Provides direction and business guidance to project managers and engineers for specific projects to ensure effective and efficient project delivery;
- Facilitate the implementation of the Corporate Safety Program in the department by:
- Fully supporting Management's commitment to the Hydro's Safety & Health Program;
- Ensuring that safety objectives established for the department are accomplished;
- Ensuring that all work and materials meet or exceed legislative requirements;
- Promoting a safety culture within the Department;
- Ensure that safety of employees is given the highest priority on all modifications, projects and designs;
- Maintain familiarity with the Environmental Policy and Guiding Principles and applicable environmental Standard Operating Procedures. Support Hydro's environmental policy and guiding principles and corporate objectives, targets and programs;
- Coordinate the consolidation of multi-year project plans and the identification of annual project planning and execution plans;
- Facilitate the definition of project scope, cost estimates, schedule and methodology;
- In consultation with other stakeholders, identify project teams comprised of relevant engineering disciplines, supplemented by contract and Operations resources as required, to deliver projects;
- Monitor all projects managed by project execution and report on schedule, cost and progress to stakeholders. Identify, implement and manage project changes as required;
- Lead the development and consistent use of project management standards, guidelines and methods and promote the consistent use of best practice project management approaches;
- Support and/or lead contract negotiations within the assigned capital programs
- Provide functional project execution support to Hydro in the areas of planning, scheduling, cost control, expediting, quality assurance, interface management, change management, contract management, and all other aspects of project management execution;
- Personally investigate any medical aid or lost-time injuries within the department;
- Maintain effective working relationships with management within engineering services and in other divisions and lines of business to ensure project execution activities are conducted in a manner that maximizes value to the corporation;
- Carry out other duties as may be assigned by the senior manager, project execution.

What You'll Need:
- Bachelor's degree in engineering, and eligible for immediate professional engineering registration (P. Eng) with the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador (PEGNL);
- Preferred to have minimum of fifteen (15) years' experience in multi-discipline engineering and project execution.
- Minimum of ten (10) years' experience in contractor safety management.
- Certified project management professional (PMP or similar) will be considered an asset.
- Field experience, particularly relating to hydro-electric facilities in general is considered desirable.
- A valid driver's license will be required as there will be travel involved.
- Ability to travel to remote operation and construction sites throughout Newfoundland and Labrador and/or within Canada.
