We are seeking a highly skilled and experienced Senior Costing and Rates Analyst to join our team at Nova Scotia Power. As the Senior Costing and Rates Analyst, you will play a crucial role in costing, rate design, rate administration and the associated regulatory processes for these matters. Your expertise in these areas will contribute to accurate assignment of costs to customer classes, design of new rates and riders in reflection of changes to the energy system in Nova Scotia, and the overall growth and success of our organization.
The successful candidate will work closely with Load and Revenue Forecasting team, Finance and other internal stakeholders, to ensure regulatory compliance and will possess good presentation skills to convey complex ratemaking concepts to non-technical audiences.
Key elements of this role include:
Regulatory, Costing & Rates:
- Develop and conduct Cost of Service Studies through collaboration with stakeholder representatives and internal cross-functional teams to accurately assign the revenue requirement and determine rates for residential, commercial, industrial and other customers.
- Support in the preparation of various reporting and costing and rates related applications, such as General Rate Applications, Fuel Adjustment Mechanism Applications and other Rates and Rider Application to the Nova Scotia Energy Board (NSEB).
- Support the Company in regulatory proceedings, including engagement with regulatory stakeholders to address inquiries, responding to requests for information, and compliance matters.
- Conduct comprehensive analyses to determine potential improvements to the Cost of Service Studies and other rate design proposals including implementation of modeling improvements.
- Design, preparation, and implementation of financial models and new rates and riders to align with the Company's pricing innovation strategy and regulatory requirements.
- Monitor and interpret regulatory developments, industry trends, and legislative changes affecting rate design and utility pricing.
- Provide subject matter expertise and recommendations on rate-related matters and compliance.
- Administration related to the Tariffs and relevant Regulations.

- Bachelor's degree in Finance, Accounting, Economics, Business, Engineering or a related field.
- Experience in costing, rate design, with a utility, or similar regulated environment would be considered an asset.
- Strategic thinker with a proactive ability to balance business and other stakeholder objectives to achieve optimal results.
- Excellent written and verbal communication skills, with the ability to present complex information in a clear and concise manner to external stakeholders, cross-functional teams and senior leaders.
- Demonstrated ability to adapt to changing regulatory environments and contribute to strategic decision-making.
- Detail-oriented approach with the ability to manage multiple projects and meet deadlines.
- Proficiency in data analysis and statistical modeling using tools such as Excel.
In addition to the above qualifications the following experience would be considered an asset:
- Proven experience working in a rate-regulated utility environment, with a strong understanding of the unique challenges and dynamics of such organizations.
- In-depth knowledge of cost-of-service methodologies and their application in rate design and regulatory proceedings.
- Familiarity with rate case processes, including the preparation of testimony, supporting documentation, and data requests.
- Strong understanding of utility financials, including revenue requirements, cost recovery mechanisms, and rate of return calculations.
