BUSINESS ANALYST

JOB SUMMARY :

The Business Analyst reports directly to the Manager, Business Operations. This position will also work closely with the General Manager, Operations.

The Business Analyst will be responsible for providing analytical support to the Operations team. The incumbent will collect, analyze, and present data to help make informed decisions and play a key role in identifying trends, highlighting areas for improvement, and developing strategies to optimize performance.

The Business Analyst will be responsible for designing, building and maintaining Power BI datasets, dashboards, and paginated reports that translate operational data for business decisions.

EDUCATION:

  • High school diploma or equivalent (GED).
  • Must have completed a two (2) year post-secondary education from an accredited institution with a diploma in Computer Science, Information Technology, or Business Analytics.

EXPERIENCE:

  • Must have a minimum of three (3) years of experience performing similar or related duties within or outside the Corporation.
  • Must have proven experience in analytical report writing, presentation techniques, and research methods, including quantitative and qualitative methods.
  • Demonstrated advanced proficiency with Microsoft Power BI that includes ability to perform the following:
  • Design enterprise-grade semantic models (shared datasets) and manage complex modelling
  • Write advanced DAX (data analysis expressions)
  • Performance tuning: model size reduction, query folding strategy, DAX optimization.
  • Implement robust security and compliance:
  • RLS design patterns
  • Apply Sensitivity labels / data classification
  • Audit-ready documentation and change control
  • Deploy and manage lifecycle practices
  • Integrate with broader data platform practices (e.g., dataflows, Azure/Synapse/Fabric concepts, API integration) where applicable.

LANGUAGE:

  • The ability to function in English is a requirement. As per provincial language proficiency standards, functional is determined to be at the Intermediate+ (2+) level or higher.

KNOWLEDGE:

  • Must possess knowledge of best practices, industry standards, and trends in data management, and related analytical methodologies.
  • Ability to exercise independent judgment and analytical skills to develop key performance indicators.

TECHNICAL:

  • Must have advanced ability with Microsoft Office Suite (Microsoft 365), particularly Excel, Word, and Outlook, and in using Microsoft Power Platform tools—Power Apps, and Power Automate (and, as applicable, Power Query/Power Pivot)—as well as relational databases to support data modelling, report generation, and workflow automation
  • Advanced proficiency in the DAX (Data Analysis Expressions) language, including extensive experience developing complex measures, calculations, and time-intelligence logic in Power BI.
  • Demonstrated ability to design and maintain interactive dashboards, reports, and scorecards
  • Experience and expertise in data modeling (relationships, star schema, normalization vs. denormalization)
  • Must have demonstrated ability to perform contextualized data analysis, including identifying critical areas of improvement to City of Moncton policies and objectives.
  • Must possess a proven ability to work in a dynamic, deadline-driven environment featuring frequent interruptions and multiple priorities where delivery of accurate data is crucial to maintaining and improving the level of service to client departments.
  • Work must be performed with tact, diplomacy, and persuasion for exchanging information and data, discussing problems, and submission of frequent internal/external contacts.
  • Requires a high level of judgment appropriate to apply established practices, policies, or procedures to standard work assignments and resolve frequent minor problems.
  • Should be willing to upgrade skills as required by changes in the workplace.
  • The position is also expected to possess practical communication skills in dealing with internal departments regarding service delivery, particularly in diagnosing system issues and concerns with internal information system personnel and the software provider.

CONTACTS:

  • Work requires frequent collaboration with employees across departments to deliver reports, summaries, and guidance on Operations Services data. This includes, but is not limited to, utilization, work activity, asset performance, telematics, maintenance metrics, and other operational data as requested by the Public Works, Parks, Water and Wastewater, and Facilities departments.

SUPERVISION:

  • Must be capable of working without direct supervision for extended periods. Must be capable of providing instructions to new employees within and external clients in standard operating procedures.

CONDITIONS OF WORK:

  • All employees must comply with Council and Corporate adopted policies. (ie. Attendance Management, Respectful Workplace and Health and Safety).
  • Requires an individual with a positive attitude that reflects the best interest of the Corporation and the community at large.
  • Work requires excellent attention to detail while delivering critical analytical data within short time frames.
  • Minimal physical effort is required work performed in an open office environment with infrequent exposure to hazardous conditions working in an operations centre.
  • The position will consist of 35-hour work week. Normal working hours as per the CHEA/PSAC Local 60200 Collective Agreement.
