About the role
The Manager is the lead staff for the Regional Emergency Management Organization serving the five municipal units in Lunenburg County. The Manager leads the activation and support of the Emergency Coordination Centre (ECC) during emergencies, and provides expert advice and direction to CAOs, AECs, community partners, and elected officials on all matters relating to Emergency Management.
Responsibilities
- Lead the development of emergency management strategies, plans, program/policy options, Inter-Municipal Services Agreement, and Bylaws.
- Develop and maintain relationships with the five municipal units' internal departments, residents, external agencies, industry, provincial/federal departments, other municipalities, and private sector despite diverse opinions, backgrounds, and competing priorities.
- Foster a critical thinking mindset and equip municipal staff and stakeholders with decision making skills to work through an emergency.
- Lead a staff group dispersed through multiple organizations and reporting structures through influencing, collaboration, communication.
- Lead the Development and implementation of a regional training and exercise program including annual schedules, tracking, and compliance. This work includes both the development and facilitation of exercises and training opportunities and using the events to build capacity and assess the state of readiness of all resources involved in an all hazards, whole of society approach to emergency response.
- Maintain current awareness of trends and issues in emergency management.
- Maintain and continuously update the Hazard Risk Vulnerability Assessment, Regional Emergency Management Plan, and contingency plans.

With your sound judgement and patience, you work well under pressure to ensure all stakeholders are working together and understand the emergency management process. - An undergraduate degree, a Diploma in Emergency Management and ICS-400 certification, and
- At least 7 years experience in emergency management/community resiliency field;
- You understand municipal government and partner responsibilities.
- You have highly effective written and verbal communication, collaboration, and coordination skills, and you are able to handle multiple complex tasks concurrently.
- You can develop and foster effective working relationships and provide quality customer service.
- You can work independently with minimum supervision, as well as be part of a broad Emergency Management team from five municipalities.
- You have strong organizational and project management skills with an ability to perform effectively in stressful situations.
- You have strong computer skills, including Microsoft Office Suite (Word, Excel, Teams, PowerPoint, Forms, Outlook, OneDrive).
Working Conditions
- Office environment; some need for site/field visits for investigation of conditions.
- Travel and work in and throughout the five municipal units.
- Moderate occasional lifting is required to an approximate maximum of 40 lbs.
- Participation in the paid, on-call duty rotation is expected.
- Permanent full-time position, based on 35 hours per week.
- Evening/weekend work as necessary.
- Works well under pressure in stressful situations.
- In an emergency, you may be called back to work to assist.

- You possess a valid Class 5 Nova Scotia driver's license and access to reliable transportation.
- A satisfactory Criminal Records Check and Vulnerable Person Check is required.
- Salary range: $87,597 to $109,497 (Band 80)
