The Financial and Consumer Services Commission (Commission) is a leader in financial and consumer services regulation. The Commission's mandate is to protect consumers and enhance public confidence in the financial and consumer marketplace through the provision of regulatory and educational services. With offices in both Fredericton and Saint John, it is responsible for the administration and enforcement of provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, cooperatives, unclaimed property and a wide range of consumer legislation. The Commission is a self funded Crown corporation responsible for the administration and enforcement of financial and consumer services legislation.

Vice President, Information Technology, Strategic Performance and CIO (Saint John or Fredericton Office)

As a member of the executive management team reporting to the CEO and working in partnership with the Commission's Vice Presidents, the Vice President of Information Technology, Strategic Performance and Chief Information Officer (CIO) will help shape the organization's strategic direction. The incumbent will provide leadership in information technology, project portfolio management, strategic planning, enterprise risk management, business continuity planning, and operational performance in support of the Commission's mandate while championing continuous improvement and operational excellence.

Key Functions will include:

  • Develop, communicate, and oversee execution of the Commission-wide IT roadmap and information strategy, including cloud operations, cybersecurity, data governance, application development, and digital workplace initiatives such as digital records management, cloud-based M365 collaboration tools, enterprise mobility, and remote work environments.
  • Serve as a subject matter expert on technology, emerging trends, and best practices for senior management and the Board of the Commission.
  • Oversee Commission-wide strategic planning, annual work planning, and enterprise risk management, including delivery of these functions for the division in alignment with organizational goals and regulatory mandates.
  • Oversee the development of analytics platforms, dashboards, and reporting, and manage the full data lifecycle to ensure data quality, security, privacy, and governance.
  • Ensure a robust cybersecurity posture, leveraging frameworks such as NIST to protect assets, data, and systems, and delivering regular cybersecurity audits and testing.
  • Oversee project and portfolio management, ensuring successful delivery of technology initiatives, resource optimization, and process improvement.
  • Oversee business continuity and disaster recovery planning to enhance organizational resilience.
  • Coordinate, manage and support IT system design, implementation, service delivery including the management of SaaS solutions and external IT partners.
  • Lead and mentor the management team, fostering collaboration, innovation, professional development, succession planning and continuous improvement.
  • Oversee IT user training programs including content development and delivery.
  • Manage IT budgets, resource planning, and allocation for all technology assets, services, and consultants.
  • Establish, maintain, and oversee IT policies, directives, procedures, and governance frameworks.
  • Oversee and monitor the evaluation, selection and implementation of AI technologies, in line with Commission policies and privacy and legal requirements.
  • Facilitate effective communication among staff, management, vendors, and external technology stakeholders.
  • Represent the Commission on regulatory and technology-related committees, including those of the Canadian Securities Administrators (CSA).
  • Actively serve and contribute on the Commission's Executive Management Committee.

What you bring

  • A bachelor's degree in computer science, Business Administration or a related field (or equivalent education and experience).
  • 15+ years related experience including 8+ years of progressive leadership in IT strategy, operations, and support.
  • Significant experience in a government setting is desirable, specifically in technology and information systems planning, to support regulatory goals.
  • Comprehensive knowledge of cloud operations, cybersecurity, enterprise risk management, project portfolio management, and process improvement.
  • Comprehensive knowledge of systems design, development, implementation, and operational management.
  • Strong strategic planning, organizational, and leadership skills.
  • Strong communication, stakeholder engagement, and presentation abilities.
  • Experience with in-house and outsourced IT solutions, multi-site environments, and digital workplace transformation.
  • Familiarity with NIST cybersecurity framework, business continuity planning, and data governance best practices.
  • Self-motivated, collaborative, adaptable, and committed to continuous learning and improvement.
  • Ability to analyze and lead complex logical and technological projects.
