Position: Vice President, Delivery & Portfolio Management
Purpose
The Vice President, Delivery & Portfolio Management within the Enterprise Delivery Office (EDO) supporting Global Wealth Management (GWM) & Global Banking & Markets (GBM) is a senior leadership role responsible for guiding the successful execution of programs, projects, and product releases across the enterprise. This role ensures initiatives are delivered in alignment with business strategy, regulatory requirements, and organizational priorities—on time, within scope, and on budget. The leader fosters collaboration, promotes delivery excellence, and champions a culture of continuous improvement and shared accountability.
Provides strategic direction, leadership and oversight for the Enterprise Delivery Office globally ensuring business strategies, plans and initiatives are supported in compliance with governing regulations, internal policies and procedures.
Accountabilities
Delivery Leadership
- Owns two portfolios (GWM & GBM) with multiple program teams and is accountable for advancing delivery expertise, cultivating a CICD community, collaborating with fellows to ensure establishment of high-powered program leaders, while investigating and activating opportunities to ensure representation of the portfolio strategic outcomes, financial improvements, and stability of all execution.
- Leads the end-to-end execution of programs, projects, and product releases across the enterprise portfolio.
- Supports delivery within defined timelines, scope, and budgets, while maintaining quality and stakeholder satisfaction.
- Partners with business and technology leaders to align delivery outcomes with strategic objectives and customer needs.
- Guides a diverse portfolio of program teams, encouraging continuous improvement and delivery excellence.
- Builds and nurtures a community of high-performing program leaders, promoting collaboration, mentorship, and shared learning.
- Advances strategic alignment by identifying opportunities that support portfolio outcomes, financial performance, and execution resilience.
Governance & Risk Management
- Establishes delivery governance practices that align with enterprise standards, frameworks, and regulatory expectations.
- Proactively identifies and addresses risks, dependencies, and delivery challenges to support successful outcomes.
- Provides transparent and meaningful reporting to senior executives on delivery health, risks, and performance indicators.
Stakeholder Engagement
- Builds trusted relationships with business, technology, and control function leaders to support enterprise priorities.
- Acts as a strategic advisor on delivery approaches, ensuring alignment with business value and long-term sustainability.
- Communicates effectively with executives, sponsors, and governance bodies on progress, risks, and strategic impacts.
People & Team Leadership
- Leads, mentors, and develops a high-performing team of delivery professionals, fostering a culture of excellence and shared accountability.
- Encourages continuous learning and adoption of best practices, including agile and hybrid methodologies.
- Promotes cross-functional collaboration and integration across teams, functions, and geographies.
Strategic Execution
- Translates business strategies into executable delivery roadmaps and integrated plans.
- Ensures the delivery portfolio contributes to enterprise growth, operational efficiency, risk mitigation, and customer value.
- Drives innovation and continuous improvement in delivery practices, leveraging automation, data insights, and modern engineering principles.
- Coordinates business readiness, change management, testing, and operational transition.
- Monitors program interdependencies, milestones, and critical paths across initiatives.
- Oversees resource planning, demand management, and vendor collaboration.

- Collaborates with control partners, stakeholders, and user communities to ensure frameworks, policies, and processes are effective, efficient, and increasingly automated—minimizing manual effort and enhancing scalability.
- Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.Directs day-to-day activities in a manner consistent with the Bank's risk culture and the relevant risk appetite statement and limits. Communicates the Bank's risk culture and risk appetite statement throughout their teams.
- Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank's Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
- Builds a high performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment and using a coaching mindset and behaviours; communicating vison/values/business strategy; and, managing succession and development planning for the team.
Education & Experience
- 12+ years of progressive leadership experience in delivery management, program execution, or transformation roles within financial services or similarly complex industries.
- Proven track record of delivering enterprise-scale initiatives on time, within scope, and on budget.
- Strong understanding of banking operations, regulatory environment, and risk management practices.
- Expertise in program/project management methodologies (e.g., Agile, Waterfall, Hybrid) and governance frameworks.
- Exceptional leadership, communication, and influencing skills with ability to engage senior executives and diverse stakeholders.
- Demonstrated ability to build, lead, and inspire large teams in complex, matrixed organizations.
- University degree in Business, Technology, or related field; advanced degree or professional certification (PMP, PgMP, Agile certifications) preferred.
