MANAGER, STRATEGIC PLANNING AND OPERATIONS
School of Graduate Studies
(Contractual to August 27, 2027)
The Manager, Strategic Planning and Operations with the School of Graduate Studies (SGS) is a key member of the SGS leadership team at Memorial University. The Manager helps develop and implement best practices that support graduate students, faculty, and administrative staff across all campuses. They have a key role in advocacy for graduate students as well as provide leadership to and foster development in graduate faculty and staff in the areas of policy, procedure and practice in the graduate studies space. They serve on multiple pan university councils, committees, and working groups, and are actively engaged in communities of practice to enhance the student experience in a holistic way at Memorial. The Manager oversees and ensures the efficient operation of the functional areas including graduate student funding, finance and budgeting, human resources, operations and project management They also advise the AVPA and Dean of Graduate Studies on strategic decisions including but not limited to operational budgets, graduate student fellowships, collective bargaining with LUMUN and its members (who are post-doctoral fellows at Memorial), and internal/external scholarships adjudication. The are also the project manager for major new initiatives with the SGS.
DUTIES
As a member of the SGS senior management team, the successful candidate will work with and advise the AVPA and Dean of SGS and the other members of the SGS leadership team to develop, implement, and evaluate strategic plans that support the academic mission within a graduate studies context; provide strategic direction and guidance to the AVPA and Dean on budget matters and overall financial management including forecasting revenue and expense commitments; be responsible for advancing EDI-AR and indigenization principles in administrative practices that impact graduate students; responsible for providing advice, advocacy and support to graduate students, faculty, and academic administrators surrounding graduate studies regulations, policies and procedures; responsible for planning and administration of the SGS fellowship budget across all campuses; leading the administration of more than 400 graduate scholarships and awards (including Tri-Council scholarships) and works with academic/academic support units and the Office of Development on the creation and administration of new scholarships and awards; responsible for human resources functions at SGS including staff management, assignment of work, hiring, performance management, professional development, dispute resolution, and business continuity planning; leading the review and approval of routine (e.g., graduate student travel requests, funding recommendations, etc.) and non-routine (e.g., capital expenditures, deviations of policies) requests; working with other campus leaders on development of regulations, guidelines, and policies; working with Research Initiatives and Services (RIS) on graduate student issues tied to research contracts; working with Faculty Relations on the appointment of Post Doctoral Fellows and collective bargaining; overseeing the orientation and training and development opportunities for Post Doctoral Fellows; acting the project manager for major projects at the SGS and works within the timelines necessary to achieve targeted milestones and deliverables within each project; working with the Director, Graduate Enrolment Services, on enrolment strategy and on the development and delivery of graduate student services; developing and maintain strong working relationships with peer institutions, professional associations, community groups, and external agencies with vested interest in advancing graduate education.
QUALIFICATIONS
Experience (5-8 years) at the management level in finance, administration, project and operational management of a progressively responsible nature; a masters degree in finance, business or related discipline; or any equivalent combination of education or experience. The ideal candidate will have advanced skills in analyzing and interpreting information and situations; be a motivated self-starter who can solve problems creatively, work collaboratively and embrace challenges. Conflict resolution, mediation, negotiation, and problem solving skills are important. Demonstrated strength in planning, organizational, interpersonal, and communication skills, strategic risk management and experience working effectively independently, as part of a team and with other stakeholders, is required. Proficiency with Microsoft Office Suite is also required. Experience with Banner systems (Finance and HR) is preferred and knowledge of university policies; experience managing people, policies and processes during a significant organization change; implementing and planning of major IT projects; and experience with graduate studies in a post-secondary environment are considered assets.
SALARY $82,417 - $105,534 per annum (Management & Professional)
