Position Overview:
The Digital Health Technical Project Director will play a pivotal role in the technical implementation of New Brunswick's province-wide Clinical Information System (CIS) transformation. This senior leader will oversee all technical streams, ensuring seamless integration, security, and performance across the health system.
This role requires exceptional leadership, deep technical expertise in CIS environments, and the ability to manage large-scale, complex health technology projects. The successful candidate will drive collaboration across multiple stakeholders, vendors, and government entities to deliver a modern, integrated digital health ecosystem for the province.
Key Responsibilities:
Strategic Leadership
- Act as a trusted advisor to the Chief Health Digital Transformation Officer on technical aspects of the CIS implementation.
- Provide thought-leadership regarding approaches aligned to the realities of the province of New Brunswick
- Plan, execute and prioritize work based on the technical strategy aligned with the overall health transformation objectives.
Technical Stream Oversight
- Lead and coordinate the execution within all technical streams, including:
- Identity and Access Management (IAM)
- Biomedical devices integration
- System Integration and Interoperability
- Data Migration and Archiving
- Infrastructure and Network Solutions
- End-User Devices and Deployment
- Integration Design
- Health Application readiness
- Technical Environment Management
- Solution Architecture
- End User Experience
- Ensure compliance with security, privacy, and interoperability standards.
- Oversee vendor and contractor relationships and manage technical deliverables, timelines, and budgets.
Stakeholder Engagement & Relationship Management
- Build and maintain strong relationships with key stakeholders as it relates to work execution, including health authorities, clinical working groups, business working groups, and technology partners.
- Facilitate collaboration and consensus-building across diverse stakeholder groups to enable project success.
- Communicate complex technical concepts in a clear, accessible manner to non-technical audiences, fostering trust and transparency.
Governance and Risk Management
- Establish robust governance frameworks for technical decision-making.
- Identify and mitigate technical risks throughout the project lifecycle.
Team Leadership
- Lead a high-performing technical team, fostering a culture of innovation and accountability.
- Provide mentorship and guidance to technical leads across all streams.
ESSENTIAL QUALIFICATIONS:
Education:
- Bachelor's degree in Computer Science, Engineering, Health Informatics, or a related field.
Experience:
- Minimum 9 years of progressive leadership experience in health IT or large-scale CIS implementations.
- Proven track record in managing complex technical programs with multiple stakeholders.
- Expertise in CIS platforms (e.g., Epic, Cerner, MEDITECH) and associated technical domains.
Technical Competencies:
- Strong knowledge of IAM, integration frameworks, data migration strategies, infrastructure design, and biomedical systems.
- Familiarity with health data standards (HL7, FHIR), cybersecurity, and privacy legislation.
Leadership Competencies:
- Exceptional strategic thinking and problem-solving skills.
- Ability to influence and build consensus across diverse stakeholder groups.
- Strong communication and negotiation skills.
Written and spoken competence in English is required. Please state your language capability.
ASSET QUALIFICATIONS:
- Experience in public sector health transformation projects.
- Certification in project management (PMP) or IT governance (COBIT, ITIL)

Salary: $122,486 - $134,784 annually – Pay Band 9 - Management and Non-Union Pay Plan
