Reporting to the Finance Department, this position is responsible for the development and management of the annual Capital Budgets, Five-Year Capital Investment Plans, Planning and Reporting of Capital related expenses, Pursuit and Management of Capital Funding Agreements, including required reporting, with other levels of government as well as the preparation of financial analysis related to funding or the capital programs. The position would incorporate direction from the City's Long Term Financial plan, Asset Management Plan, Financial Policies and changes requested by Senior Leadership.

Responsibilities

Capital Budgeting & Forecasting

•Develops Capital Budget Management Policies and procedures;

•Develops the annual Capital Budgets including communicating with all service areas to determine proposed projects;

•Manages updates to the five-year Capital Investment Plans;

•Works directly with the City's Asset Manager in the preparation of various Capital plans. Complies with all financial policies in the development of budgets and plans;

•Ensures Asset Management and Tangible Capital Assets for audited financial reporting is reconciled;

•Responsible for the preparation of semi-annual capital budget reporting to the Finance Committee;

•Works with the Engineering and Facility Management departments to define, scope and strategically phase capital project concepts.

Stakeholder Engagement

•Supports City departments/divisions with their capital budget preparation, needs assessment, monitoring and accountability;

•Conducts research to identify and monitor funding opportunities from the Federal and/or Provincial governments or other funding sources;

•Interacts with agencies to ensure that the funded projects comply with program guidelines;

•Position is expected to be the main point of contact for the City for all funding.

•Works with the Utilities and Infrastructure department to produce the annual Capital Budgets as part of Five-Year Investment Plans;

•Presents the annual Capital budgets and Five-Year Investment Plans to Council and/or Executive Leadership team;

Financial Reporting & Analysis

•Tracks and develops timely reporting on 3rd party funding agreements & programs; allotments, claims adjustments and issues;

•Reports and manages all Capital funding agreements;

•Manages and tracks Capital funding offsets when project shortfalls/surpluses are encountered;

•Manages reporting and tracking for the City's reserve funding;

•Prepares and presents, as required, Monthly, Quarterly and year-end capital financial reports for internal stakeholders, council and external agencies;

•Demonstrates the leveraging of funding from other levels of government to maximize the City benefit;

•Evaluates funding opportunities for co-investment from the City;

•Manages the preparations of funding applications while working with internal and external subject matter experts to prepare the documentation for the funding application;

•Leads and mentors a small team of 1-2 employees, setting performance expectations and fostering professional development;

•Will be assigned to work on key initiatives and special projects for the City.

Performs related duties as assigned.

Essential Qualifications:

Education

A University Degree in Business Administration, Commerce or Economics and a recognized professional accounting designation with membership in good standing is required, ideally a CPA designation. Experience with budgeting in the public sector would be an asset.

Experience

•Minimum of 10 years of relevant capital budget management is required;

•Experience with public sector and/or municipal asset management would be an asset;

•Ability to research and understand the various funding programs and requirements of the organization;

•Ability to establish and maintain effective working relationships with internal and external funding stakeholders;

•Strong research skills and knowledge of information sources;

•Multitasking, organizational and time management skills;

•Interprets capital budget data, identifies trends, and analyzes variances;

•Stays current with accounting standards, financial regulations, and industry best practices.

•Excellent knowledge of proposal writing and experience working with a team to submit submissions under tight timelines.

•Proficient in use of Microsoft Office products (Excel, Outlook, PowerPoint, Teams, Word);

•An alternate equivalent combination of education and experience may also be considered.
