Position Summary

The Manager of Operations plays a vital leadership role in ensuring the safe, efficient, and consistent operation of all shelter sites. This position oversees daily operational functions, including facilities management, occupational health and safety (OHS), supply chain and logistics, maintenance, and compliance with municipal, provincial, and federal regulations. Working closely with the Director of Operations and site management teams, the Manager of Operations ensures that all shelters operate smoothly, safely, and in alignment with the organization's mission and values.

Key Responsibilities

Operational Leadership

  • Oversee day-to-day operations across multiple shelter locations to ensure high-quality, consistent service delivery.
  • Develop, implement, and monitor operational policies, procedures, and best practices.
  • Coordinated with and support site supervisory staff to build strong, cohesive teams and a culture of safety and accountability.

Facilities & Safety

  • Ensure all facilities are maintained to a high standard and compliant with Nova Scotia Occupational Health and Safety legislation and building codes.
  • Work with the Director of Facilities and the Facilities Manager to oversee maintenance schedules, inspections, and repair work, coordinating with contractors and service providers as needed.
  • Develop and manage emergency preparedness and response plans for all sites.

Supply Chain & Logistics

  • Oversee operational procurement, inventory, and vendor management to ensure reliable access to food, equipment, and operational supplies.
  • Manage service contracts, utilities, and facility-related operational budgets to ensure cost efficiency.

Compliance & Reporting

  • Ensure organizational compliance with relevant municipal provincial and federal legislation, including OHS, fire safety, public health, and privacy regulations.
  • Maintain accurate operational and safety records, reports, and documentation.
  • Support financial planning by developing and monitoring budgets related to facilities, maintenance, and operations.

Continuous Improvement

  • Identify opportunities for operational improvement and implement systems that enhance service quality, safety, and efficiency.
  • Collaborate with leadership and program teams to support organizational goals and long-term sustainability.

Qualifications & Experience

  • Bachelor's degree in business administration, Non-Profit Management, Operations Management, or a related field required.
  • Minimum of 5 years of progressive experience in operations or facilities management of multi-site organizations.
  • Minimum of two years of supervisory experience with proven leadership, supervisory, and team development skills.
  • Experience in shelter, housing, social support, or homelessness industry is an asset including an understanding of trauma informed care, harm reduction, and Housing First principles.
  • Strong understanding of Nova Scotia Occupational Health and Safety legislation and risk management practices.
  • Excellent organizational, problem-solving, and communication abilities.
  • Experience managing budgets, contracts, and multiple concurrent projects.
  • Valid Nova Scotia driver's license and access to a reliable vehicle is required.

Work Conditions

  • Frequent travel between shelter sites
  • Combination of office and onsite work with occasional physical demands, such as walking through shelter sites, lifting up to 25 lbs.
  • Outdoor work in all weather conditions.
  • High stress environment, requiring advanced conflict resolution and crisis management skills.
  • Exposure to individuals facing complex challenges, including acute mental health crises, substance use, trauma, violence, and chronic homelessness.
