Reporting to the Provincial Manager of Purchase Operations, this position will support the vision and mandate of the Provincial Health Supply Chain portfolio by balancing aggregate demand and supply, supporting expediting, managing off-contract demand, project managing large projects, planning and scheduling purchases and deliveries and taking action to better meet the customers? and organizations? requirements for: quality, safety, reliability, operational efficiency and overall value. The customers include the five zones of NLHS.
The Strategic Planner in Purchasing Operations supports the division?s continuous improvement initiatives and integration of strategic scheduling, planning, expediting, and purchasing capabilities into the Provincial Health Supply Chain Department to ensure the appropriate and timely flow of goods to the health care facilities.
In that capacity, this position will: 
? prioritize and direct the work of others including coaching, contributing content for performance reviews and identifying non-compliances.
? Provide advice, guidance and assistance to senior NLHS team members on all matters relating to purchase operations including strategic planning, master scheduling, operational performance, savings, resource optimization, value management, and risk mitigating strategies.
? Work with project teams to identify efficiencies that could impact Supply Chain?s services to its customers and commodities being ordered and delivered.
? Support the provincial manager in strategic and operational planning and performance of purchase operations activities;
? Provide direction/advice/training to staff (customers) throughout the organization responsible for the procurement of goods and services.
? Project manage the purchase operations side of the larger, more complex and technical buying projects. This will include, but, not be limited to: mobilizing resources within Supply Chain, providing advice, guidance and assistance to other positions involved in the procurement of goods and services (tactical purchasing operations).
? Track and report on key performance measures, analyze results and report and act upon findings; identify new opportunities for cost savings or increased service levels.
? Liaise with physicians, clinicians and other end users to ascertain product and services expectations to address expected demand, then, direct purchases in accordance to the plan (including scheduling and delivery expectations). 
? Conduct demand planning, schedule and lead the ordering of products, services, and capital, and coordinate receipt of delivery dates;
? Hold customers accountable for demand requirements and suppliers accountable for contract compliance; evaluate contract effectiveness; Measure performance using KPIs and implement continuous process improvement initiatives using techniques such as Lean, Six Sigma, Total Quality Management, Value Mapping, etc. 
? Complete special projects as required.
? Travel throughout the province as required. 
Required qualifications:
? Undergraduate Degree in Business and/or Supply Chain Management Professional (SCMP) designation.
? Strong business acumen to support fiscal stewardship 
? Experience managing work groups in complex purchasing/supply chain environment, where analytics, projects, and relationship management is integral to success.
