Title: Senior Manager, Volunteer Engagement and Mobilization

Reporting to the Director, Volunteer Resources, the incumbent will be responsible for implementing and managing volunteer mobilization activities during local, domestic, or international emergency responses. They will be responsible for developing, maintaining, and operationalizing the volunteer mobilization plan. In doing so, they will oversee the staff responsible for implementing this plan and to oversee support provided by the Volunteer Resources service to the engagement activities organized by the Quebec Division and the initiatives within own department. In addition, this person will manage the sharing all learning solutions available to volunteers across Quebec. They will help develop, implement, and maintain processes, procedures, and technological tools and will provide guidance and coaching to staff under their responsibility to help them plan their career goals and perform their duties.
In this role, you will:
Responsibility 1 - Team Management
- Mentor, coach and support employees under their supervision.
- Assign personnel based on needs, mandates, and required tasks.
- Establish and implement effective and standardized working methods within the team.
- Assist in selecting and onboarding new staff.
- Carry out performance evaluations for employees under their supervision.
- Prepare and facilitate team meetings virtually and in person.
Responsibility 2 - Manage Volunteer Mobilization for Emergency Response
- Manage a team of volunteers and permanent and casual employees responsible for volunteer mobilization.
- Define strategies and prioritize actions for volunteer mobilization during local, domestic, and international emergency responses.
- Oversee volunteer mobilization operations during emergency responses, including the deployment of volunteers from other provinces.
- Manage the tools and procedures for mobilizing and demobilizing volunteers.
- Maintain and strengthen the volunteer mobilization team capacity during emergency responses.
- Liaise with the national mobilization team and represent their designated area in national committees and meetings related to mobilization.
- Contribute to the implementation of the Emergency Management (EM) Module in the new HumaniT platform.
- Produce reports, statistics and statements for their designated area of activity.
- Participate in coordination meetings with the Field Operations Team.
Responsibility 3 - Share Learning Solutions
- Manage the delivery process and the roll out for all learning solutions for internal and external clients.
- Manage the budget for their designated area, from planning to accountability.
- Oversee the recruitment and training of facilitators, and assess course delivery quality.
- Prepare various analytical and statistical reports as required.
- Represent their designated area in committees and national meetings related to training delivery.
Responsibility 4 - Volunteer Engagement
- Develop and implement a consolidated plan for volunteer engagement activities, in collaboration with various departments.
- Participate in committees and working groups focused on volunteer engagement.
- Manage volunteer hours.
- Analyze data from various available reports to make recommendations and establish priorities.
- Manage the budget for their designated area, from planning to accountability.
Responsibility 5 - Additional responsibilities
- Help the Volunteer Resources Advisor in manage incidents and conflicts related to volunteer resources.
- Build and maintain relationships and partnerships with internal and external clients, as well as with colleagues from the national and provincial teams.
- Support the department leadership in carrying out provincial or national mandates.
- Perform any other task related to the position that may be required.
What we are looking for:
- A university degree in a relevant discipline; a combination of experiences could be considered.
- Minimum of five years' work experience in emergency response.
- Three years of experience managing a team in a unionized environment.
- Experience facilitating committees and working in a volunteer-based organization.
- Strong verbal and written communication skills (bilingual English/French).
- Proficiency with the Office suite (Sharepoint, One Drive, etc.) and project management tools.
- Knowledge of Smartsheet.
- Excellent knowledge of and practical experience with a client database.
- Ability to navigate multiple data tables simultaneously.
- Positive, unifying and engaging leadership.

- Strong interpersonal skills.
- Curiosity about new IT systems and strong willingness to integrate them into daily work processes.

Working conditions:
- The position is based in Montréal.
- Non-traditional hours will be required to perform on-call duty and volunteer mobilization during emergency responses.
- Most of the work is done remotely.
- Most of the work is done in an office environment as required.
- Must be able to travel within the province and across Canada when required.
