The Department of Health is seeking an individual to fill the position of Manager of Monitoring and Compliance with the Financial Services Branch, in Fredericton.
Reporting to the Executive Director of Financial Services, the successful candidate will be responsible for monitoring all departmental billings and the use of billing systems. In addition, they will lead the development and strengthening of the department's internal audit function.
As Manager of Monitoring and Compliance you will be responsible for:
- Developing and executing a risk-based audit plan to address operational risks;
- Providing regular reports to the department's Internal Audit Committee on audit findings, progress, and risk mitigation activities;
- Directing, reviewing and overseeing physician billing audits;
- Overseeing the performance of various audit and consulting projects within the department;
- Identifying, analyzing, evaluating and recommending innovative solutions to complex issues;
- Preparing clear, concise and persuasive reports;
- Effectively communicating and collaborating with various levels of staff across government and key stakeholders, where required;
- Managing a team of 8 professionals, to include recruitment, mentorship, coaching, performance management and provision of ongoing support to team members.

Essential Qualifications:
- Bachelor's degree in Business or Public Administration, or a relevant discipline;
- Six (6) years of related experience in a finance/auditing/compliance role, to include two (2) years of experience in a management/leadership role.
- An equivalent combination of education, training and experience may be considered.
- Written and spoken competence English is required. Please state your language capability on your application.

In the event that this competition poses difficulties in recruiting a qualified candidate, a covering off appointment at a lower level may be made. In that case, candidates with less than the required related years of experience may also be considered.
Asset Qualifications: Preference may be given to candidates that possess one or more of the following asset qualifications:
- Experience in Auditing
- Expertise with Microsoft Excel
- Experience with Data Analytics
- Experience with Analytical Software (such as IDEA or ACL)
- A professional accounting designation - Canadian CPA or equivalent CPA designation accepted by New Brunswick CPA Chapter

Salary: $76,662 to $101,920 per annum (Pay Band 6)
