Reporting to the Manager, Nunavut, Youth Engagement, and working closely with complementary program teams, the primary role of the Program Officer, Youth Engagement is to provide administrative and financial systems support to the Youth Engagement programming within Nunavut. The Program Officer works within the Indigenous Peoples Framework and Community Engagement Model, focusing on collaborative decision-making, cultural preservation, empowerment, and long-term partnerships to support sustainable community resilience.

In this role, you will :

  • Assist in the development and implementation of program plans, strategies, and activities to address the needs of affected communities and/or program applicants, and respond to social emergencies as needed.
  • Provide administrative and technical support for program implementation, including coordinating with internal and external stakeholders, managing and analyzing program documentation ensuring alignment to program parameters, and monitoring program progress.
  • Deliver educational training to prevent harmful behaviors and build resilience by facilitating interactive youth-focused workshops-both virtual and in-person, promoting positive decision-making and empowering individuals with safer choices.
  • Oversee procurement, inventory, shipping, storage, and restocking processes, while coordinating with staff and volunteers to ensure timely, organized delivery of resources across Nunavut.
  • Respond to social emergencies as needed by supporting community stabilization, psychosocial support, and mobilization, particularly assisting school staff and students.
  • Support program assessments, research, and analysis to inform program design and decision-making, and ensure program activities are evidence-based and contextually relevant.
  • Assist in the preparation of program/project budgets, financial reports, honorarium payments, and funding proposals; and monitor program/project expenses to ensure compliance with budgetary guidelines.
  • Coordinate with program partners, including community agencies/leaders, government agencies, not-for-profit organizations, and other stakeholders, to ensure effective collaboration and coordination of program activities.
  • Contribute to program monitoring and evaluation efforts, including data collection, analysis, and reporting, to measure program impact and effectiveness.
  • Support and review program/project reporting and documentation ensuring alignment and completion, including preparing program/project reports, success stories, and other program or project-related materials.
  • Collaborate and coordinate with peers and other program teams to share knowledge and ensure program alignment and delivery.
  • Assist in the identification and management of program risks, issues, and challenges, and implement corrective actions as needed.
  • Make recommendations for improved program procedures, processes, guidelines and/or new program opportunities and participating in potential proposal development processes.
  • Stay updated on relevant policies, guidelines, and best practices in humanitarian programming, and contribute to continuous learning and improvement efforts within the program team.

What we are looking for:

  • Qualifications include one year of experience and a 3-year college diploma or university degree in social sciences, public administration, business administration, international development, community development or related field, and/or an equivalent combination of education and experience.
  • Must be First Aid certified or willing to obtain First Aid certification.
  • Demonstrated experience in facilitating workshops, training sessions, and educational programs.
  • Proficiency in Microsoft Office Suite and database management tools.
  • Experience with documentation, budgeting support, and reporting.
  • Ability to identify and resolve issues, by applying standard procedures and functional or organizational knowledge.
  • Ability to communicate and influence by clarifying policies, processes, and services effectively.
  • Fluency in English is required, French is an asset.
  • Strong assets include:
  • Background in teaching, youth engagement, community development, psychosocial work, and social work.
  • Training in protection and related legislation.
  • Experience living or working in diverse cultural contexts.
  • Experience working with children and youth.

Working Conditions :

  • Physical Effort: Must meet physical demands such as lifting up to 20 kg, standing or walking for extended periods, and working long hours in demanding environments.
  • Field Work: Must provide appropriate clothing for all weather conditions (e.g., winter boots, parka/jacket, rain boots, gloves, etc.)
