The Facilities Manager is expected to ensure that all school-related buildings provide a safe and healthy environment for students, staff, and visitors. Reporting to the Director of Finance and Administration, the Facilities Manager oversees personnel involved in building operations, custodial services, and clerical staff. The incumbent is responsible for the supervision of assigned human resources, overseeing maintenance repairs and construction operations, managing financial resources, responding to sensitive environmental issues and liaising with educational and community stakeholders. The Facilities Manager provides direct or indirect supervision to approximately 180 employees across various trades, including technical, custodial, and casual staff. As a psychologically safe leader, the Facilities Manager must possess the ability to communicate and interact positively with a diverse team of professionals.

Duties include:
• Plan and organize repair and custodial personnel for each school within the district.
• Provide guidelines to schools regarding work descriptions and performance standards.
• Establish criteria for hiring and training.
• Ensure compliance with collective agreements and participate in grievances.
• Complete performance appraisals of senior physical plant personnel.
• Promote professional development
• Plan and management of Physical Plant Operations: Responsible for planning, executing or overseeing activities that ensure the efficient performance of all school building physical plant services and systems.
• Assignment of activities for maintenance and repairs to schools as identified through Computerized Maintenance Management System (CMMS) and in accordance with required building codes.
• Comply with all relevant acts, regulations, and policies, including the National Building Code, Clean Water Act, Fire Protection Code, etc.
• Respond to emergency, environmental and building problems and break-downs which impact on health and safety of occupants.
• Prepare tenders and ensure compliance with all external service contracts including garbage and snow removal.
• Assist regulatory authorities during inspections of school building.
• Budget and expenditure control of assigned financial resources: Responsible for the annual budget, which includes salaries, minor repairs, and other operational costs. The efficient management of these funds requires:
• Plan budgets and control expenditures for minor repairs, custodial operations, third party contracts (i.e., snow removal) and energy conservation.
• Prepare capital budget estimates and update the physical plant report.
• Prepare estimates and execute repair projects in accordance with budget availability to ensure compliance with regulatory agencies and health and safety requirements.
• Assign funds for alterations and renovation projects in response to educational program requirements.
• Prepare budget revisions and secure funding to address emergency situations.

• Communication: The educational system includes many stakeholders who expect schools to provide a quality learning environment for all students. Communications in an honest and effective manner on issues, which impact school buildings, include:
• Respond appropriately to parents, school administrators, and teachers as required on issues that affect school building performance.
• Prepare technical and financial reports for senior management on school facilities as required.
• Represent School District at capital project job meetings. Liaise with contractors and Department of Supply and Services to ensure minimal disruption to school activities.
• Establish and maintain partnerships with provincial departments, municipalities, local services, districts and other community organizations on community use of schools policy.
• Represent the District at public meetings on physical plant issues as required and respond to oral and written public inquiries.
• Other duties may be assigned.

Qualifications: Work at this level requires a University Degree and a minimum of five (5) years of related experience in engineering or engineering technology. Related experience as a physical plant manager, construction contracts, administrator or building systems manager/consultant. Good written and spoken communication skills in English with working knowledge of basic computer applications including Computerized Maintenance Management Systems and CAD/CAM.
Salary: In accordance with the Public Service Alliance of Canada Union (PSAC), $2943- $3888 biweekly (Pay Band 6, School Business Official) based on a minimum of 36.25 hours/week. Testing to determine skill ability and competencies required for this position will be administered.

This is an open competition; however, in accordance with Public Service Alliance of Canada Union Collective Agreement, should unionized employees under this bargaining group apply, employees shall be selected on the basis of skill, ability, competence and qualifications. Where skill, qualifications and ability are relatively equal amongst union applicants, the vacancy will be filled on the basis of seniority. If there are no union applicants, the position will be filled from qualified applicants for these competitions. Staffing for this position will comply with the terms of the collective agreement. Should a breach in process be brought to our attention following the appointment, it will be reviewed in conjunction with the union.
