Position Overview:
As a service area within Corporate Services, Legislated Services ensures the citizens of Saint John have access to an open government where information is shared, accessible, and transparent to the public. Reporting to the City Clerk, the Legislative Officer administers the City's Right to Information and Protection of Privacy Program and supports the cost-effective delivery of services carried out by the Office of the City Clerk through continuous improvement, sound project management, performance measurement, cost-performance analysis, and other related advanced business processes.
Key Responsibilities:
- Manage the City's Access to Information and Protection of Privacy (ATIPP) program by:
- Coordinating, responding, and managing access to ATIPP requests made under the Right to Information and Protection of Privacy Act (RTIPPA) within legislative timeframes.
- Providing guidance and interpretation of RTIPPA and related legislation to internal staff and management.
- Developing, implementing, and monitoring privacy compliance frameworks and practices.
- Conducting Privacy Impact Assessments (PIAs) for new or changing programs and initiatives.
- Designing and delivering training and awareness sessions on privacy protection and access to information.
- Staying current with developments in privacy legislation, case law, and best practices.
- Provide senior leaders within the Office of the City Clerk with the internal management and administrative systems required to ensure its effective and efficient operation by:
- Developing, implementing, and updating project management and related administrative systems to ensure they meet operational needs and legislative requirements.
- Developing benchmarks, performance measures, and reporting systems to track service effectiveness in terms of scope, quality, time, and cost.
- Fostering changes in the department with an emphasis on the integration of sound project management, performance measurement, continuous improvement, and other business practices.
- Ensure the City of Saint John is in full compliance with legislation and regulatory requirements and support the continuous improvement of service delivery, open and transparent government by:
- Developing, amending, and implementing policies, procedures, systems, and training that are aligned with best practices in the industry and the principles of general risk management.
- Working with the Office of the City Clerk staff to develop and monitor program plans that optimize cost-benefit of operations and service delivery.
- Reviewing program plans, evaluating service options, and advising on improvements.
- Evaluating service issues from a cost/output perspective, consulting broadly on those issues, and preparing staff reports with recommendations.
- Participating in developing long-term goals and annual departmental objectives that are in line with the overall strategic direction of the organization.
- Ensure high-quality customer service to internal staff, elected officials, and the general public by:
- Identifying performance gaps and implementing process improvements that address existing and evolving needs.
- Providing advanced level core information management research and consultation to all business units, Common Council, and the public.
- Keeping abreast of business strategies, policies, regulatory frameworks, processes, and rapidly changing technology to effectively assist in the provision of business solutions and services to the end-user business lines.
- Enhance the ability of the Office of the City Clerk to fulfill its mandate by acting as a valued member of the leadership team, assuming additional managerial duties, and participating in related assignments, as required.
Essential Qualifications:
- Education: An undergraduate university degree in information management, business, or public administration, specializing in business analysis or program performance management is a requirement.
- Experience: A minimum of five years' experience in an operational analysis or business management environment, or a related field is a requirement.
- Professional Designation: A recognized professional business or financial management designation would be a definite asset.
- Training: Professional development training in public administration, records/information management, and Access to Information and Protection of Privacy would be a definite asset.
- An alternative combination of education, experience, and training may also be considered.
