At this time, the Halifax Port Authority ("HPA") requires a

Director, Infrastructure and Maintenance

The Director, Infrastructure & Maintenance, is responsible for leading all capital and maintenance projects at the Port; they oversee facility management and ensure the effective operation of the Port's physical infrastructure. This includes supervising staff, contractors, managing technical systems, and implementing strategic maintenance initiatives.

This role combines strategic leadership with technical oversight to ensure safe, efficient, and continuous operations. The Director acts as a key liaison between the organization, clients, contractors, and other stakeholders, ensuring clarity and compliance with business and legal requirements.

In addition to managing project execution, the Director supports cost control efforts and safeguards HPA's interests throughout each project. The incumbent will also drive innovation to enhance productivity and support the organization's growth.

This position reports directly to the Vice President of Infrastructure and Planning. Reporting to the Director, Infrastructure & Maintenance are the Manager, Trades & General Labour, Manager, Maintenance Projects, Facilities Coordinator, Project Administrator, Maintenance Services Coordinator, and Senior Project Engineer.

ACCOUNTABILITIES

  • Lead and manage the efficient operations of the infrastructure and maintenance department and provide support to the team and HPA staff.
  • Oversee and be accountable for expenditures on capital projects and lead the preparation of budgets.
  • Ensure ongoing maintenance and successful operation of HPA physical assets, including but not limited to marine, electrical, building, equipment, utilities, and terminal infrastructure.
  • Ensure timely progress of all inspections, priority maintenance tasks, deficiency repairs and work by service providers such as HVAC, Fire Alarm, Sprinkler, Elevator, potable water, shore power equipment, and backflow testing.
  • Provide direction as required to consultants during the construction component of projects.
  • Attend meetings with stakeholders, consultants and contractors in the development and monitoring of project schedules, provide feedback, and monitors compliance with contract terms.
  • Manage projects, responds to inquiries from contractors, schedules and manages the work of successful bidders ensuring the quality of materials, overall work, schedule, budget, processes invoices and progress payments, and ensures that all safety and environmental standards are met in accordance with the specifications of the contract and legislation.
  • Support preparation of cost estimates and provides practical input for projects which are designated for in-house design - assesses both consultants and contractors proposed changes to optimize the value received for money expended.
  • Prepares appropriate contract addenda for the approval of the Vice President, Infrastructure & Planning.
  • Strives to minimize/eliminate maintenance and construction impacts on tenants, stakeholders, and the public.
  • Provide strategic oversight of contracts, including managing contractual disputes, scheduling, project management, cost estimates, and maintain detailed documentation to support the work.
  • Sets clear goals and expectations for the team, and provides ongoing leadership, coaching and development, including conducting performance reviews on a regular basis.
  • Seeks to understand, listens and helps others understand information that can be shared across HPA, and stakeholders assist in solving problems for positive results.
  • Anticipate future trends, issues, and implications to the company and its stakeholders.
  • Regularly connect with HPA Directors for information on capital plan and future state of HPA, share and leverage best practices and foster ongoing collaboration.
  • Identify potential risks and liabilities and creates plans to mitigate.
  • Pursues challenging experiences to aid in their own growth and development and shares learnings with their team and leadership as a form of mentorship.

Safety

  • Monitors contractors and consultants working on behalf of HPA and provides guidance and strategic direction to ensure compliance with HPA's safety procedures and regulations. Provides oversight to HPA's Trades and Labour team to ensure compliance with HPA's safety procedures and regulations.
  • Reports all incidents to supervisor and/or Health and Safety Department.
  • Collaborates with HSE to lead continuous improvements in HPAs safety programming as it relates to all contracted and self-performed construction and maintenance work.

Environment

  • Complies with HPA's Environmental Management Policy and demonstrates knowledge and adherence to the Environmental Management System (EMS), including associated programs and procedures applicable to daily tasks.
  • Follows and complies with all relevant EMS Standard Operating Procedures (SOPs), communicates any relevant information regarding environmental issues, and identifies non-conformities for follow-up.
  • Monitors contractors working on behalf of HPA and provides guidance and strategic direction to ensure compliance with the HPA's EMS Standard Operating Procedures (SOPs).
  • Collaborates with HSE to lead continuous improvements in HPAs safety programming as it relates to all contracted and self-performed construction and maintenance work.

QUALIFICATION (EDUCATION AND EXPERIENCE)

  • A certified Professional Engineer (PEng) with an undergraduate degree in Civil Engineering with a minimum of eight (8) to ten (10) years of related experience in a management role or an acceptable combination of education and experience.
  • High degree of proficiency with SharePoint and Microsoft Office 365 and must have knowledge of AutoCAD and general computer skills as well as GIS (Geographical Information System).
  • Hands on experience with project estimating, managing and running a variety of construction projects such as building maintenance, electrical, HVAC, and heavy civil.
  • Must have experience in scheduling for a variety of all types of work (both contractors and consultants) and managing project budgets with a comprehensive background in the planning, scheduling and execution of facility renovations and projects involving building, marine, highway, bridge, municipal, and heavy civil structures in steel, concrete, and timber.
  • Experience in assessing the condition of infrastructure, performing inspections, investigations, etc., scheduling for all types of work (both contractors and consultants and union maintenance employees) and managing project budgets, comprehensive background in engineering design (civil) in marine, highway, bridge, municipal, and structures - steel, concrete, and timber.
  • Demonstrates an understanding of financial concepts and in-depth knowledge of market conditions, construction contract law, industry complexity and how that affects HPA, especially when preparing for budget presentations.
  • Excellent communication skills, particularly technical writing (specifications, scope of work, etc.)
  • Strong interpersonal skills, effective negotiation skills, and tact when dealing with internal and external stakeholders.
  • Proven experience in business continuity planning.
  • Well versed in occupational health and safety matters, leads by example and understand environmental mitigation measures in construction projects.
  • Working knowledge of project management techniques and engineering design principles as applied to small and medium size projects including initial planning, management of the in-house design process, coordination with consultants, stakeholders, administration, and supervision of construction contracts.
  • Is a team player and can work in an ever-changing environment; can easily understand complex problems and develop solutions that are communicated throughout the organization and to Port stakeholders.
  • Demonstrates strong strategic, innovative, and operational leadership, with the ability to motivate teams, drive engagement, and address challenges in a dynamic environment
  • Results oriented and have excellent time management skills.
  • Ability to interpret and apply HPA policies and procedures.
  • An innovative thinker who identifies objectives, project scope and resources; and develops and adheres to a critical path, measures, and evaluates effectiveness of project.
  • Ability and knowledge to advise on and perform responsible duties with speed and accuracy.
  • Capable of working under pressure, either imposed by deadlines for document preparation or emergency situations and must be flexible as this position is responsible for all source to contract activities for the entire department.
  • Collaborative focus in bringing project teams together with an approachable nature and responsive attitude for the needs of HPA, in an ever-changing work environment.
  • Can work autonomously, use best judgment and initiative to make critical decisions and reduce the level the risk exposure for the Halifax Port Authority ensuring business continuity.

WORKING CONDITIONS

  • Normal office conditions with exposure to Port facilities.
  • Moderate exposure to all types of weather conditions and risks associated with construction and transportation type business hazards.
