Position: Vice President, Regulatory Initiatives, Global Technology
Business Line: Office of the Chief Information Officer
With the scope, complexity and ongoing nature of regulatory requests impacting Global Technology, the Regulatory Initiatives role is the leader of a team to monitor regulatory developments, and lead the business response on a global basis. As the leader, the incumbent will have responsibility for formulating strategy and driving the necessary regulatory changes with the impacted business line partners and stakeholders to ensure the business complies with new regulations. They will represent Technology internally in senior level committees and Scotiabank externally in industry associations as well as to advance advocacy efforts with the various regulatory agencies to address business concerns.
Accountabilities
- Regulatory Assessment & Readiness - Lead comprehensive assessments of global technology operations to ensure alignment with evolving regulatory expectations, including cybersecurity, data governance, and operational resilience. Proactively identify regulatory risks and develop mitigation strategies.
- Regulatory Relationship Management - Serve as the primary liaison between Global Technology and regulatory bodies such as the Office of the Superintendent of Financial Institutions, Federal Reserve Board, and other global regulatory agencies. Build and maintain trusted, transparent relationships to support technology-related supervisory and examination activities.
- Monitor and assess emerging cyber and technology regulations across U.S. and global jurisdictions to identify risks, inform strategic decisions, and ensure regulatory alignment.
- Translate regulatory developments into actionable internal policies and standards by collaborating with legal, compliance, and technology teams.
- Regulatory Reporting & Oversight - Oversee the preparation and delivery of regulatory responses, documentation, and inquiries related to technology operations. Ensure high-quality submissions that demonstrate regulatory compliance, strategic alignment, and operational maturity.
- Public Sector Partnerships - Cultivate and manage relationships with public institutions, including government agencies, standards bodies, and regulatory coalitions. Represent Global Technology in external working groups and policy forums to influence and align with regulatory developments.
- Private Sector Engagement - Drive strategic engagement with private sector partners—including industry groups, fintech collaborators, and peer institutions—to share best practices and co-develop frameworks that advance regulatory alignment and innovation.
- Internal Collaboration & Advisory - Partner with risk, compliance, legal, cybersecurity, and infrastructure teams to embed regulatory requirements into technology strategy and day-to-day operations. Provide advisory support to technology leadership on the implications of regulatory changes.
- Strategic Initiative Management - Lead and coordinate regulatory-driven initiatives, ensuring alignment with enterprise goals, timely execution, and clear accountability. Track progress and deliverables through robust governance frameworks.
- Governance & Executive Reporting - Develop and present regular updates to executive leadership and governance committees on regulatory trends, risk exposures, program status, and strategic recommendations.
- Influence strategic decision-making relating to new regulations and the impact on operations, technology, infrastructure and documentation by considering the impacts and changes being implemented and identifying opportunities to maximize effectiveness. Understand how the market is responding and ensure that the Bank's approach is re-calibrated where necessary.
Education & Experience
- Related university degree required or equivalent experience.
- 10+ years of experience in regulatory management, technology governance, with at least 5 years in a leadership role within a large, regulated organization.
- Firm understanding of the Bank's Risk Management appetite, framework and related policies
- Previous experience in project management and regulatory reform initiatives in a Banking Environment
- Expert analytical and problem-solving capabilities
- Highly developed influential skills
- Proven track record of meeting deliverables and managing within budgets
- Bilingual in Spanish is preferred
Working Conditions
Work in a standard office-based environment; non-standard hours are a common occurrence. Limited travel globally.
