About HCi3

The Halifax Climate Investment, Innovation and Impact (HCi3) Fund supports carbon reduction initiatives in the Halifax/Kjipuktuk region through a collaborative and "multi-solving" approach. We seek to reduce greenhouse gas emissions through financing scalable solutions, build community and climate capacity, support social equity, contribute to Reconciliation, and provide other community and environmental benefits. HCi3 was established in 2020 as one of six Low Carbon Cities Canada (LC3) centres. We are a subsidiary of EfficiencyOne, a national leader in the design and delivery of resource efficiency programs and services. HCi3 draws on the national expertise of the LC3 network and the experience of EfficiencyOne to drive innovation and share knowledge locally and nationally.

About the Role

The Program Manager will provide day-to-day management of two programs at HCi3: retrofit financing and the new EV Infrastructure Acceleration program. This role will report to the Manager, Strategic Initiatives and Outreach.

The retrofit financing program is part of the Atlantic Canada Deep Retrofit Accelerator, led by the ReCover Initiative. HCi3 is a delivery partner focused on accelerating financing options for deep energy retrofits and works in coordination with ReCover and other project partners. The Program Manager will play a key role in executing HCi3's commitments for the Accelerator, liaising with ReCover and other project partners, and overseeing program administration.

The Program Manager will also lead the development and execution of HCi3's new EV Infrastructure Acceleration program. In collaboration with key stakeholders, this program will focus on supporting the development of a robust and reliable public EV charging network in Nova Scotia for light-duty vehicles through targeted engagement, incentivizing private investment, and knowledge capture and dissemination. The Program Manager will be responsible for meeting the program's goals and will manage all aspects of the program.

Responsibilities of the Program Manager include but are not limited to:

  • Manage outreach and build relationships with external consultants, stakeholders and rightsholders in relation to retrofit financing and EV activities in Nova Scotia and throughout Atlantic Canada.
  • Develop and maintain updated work plans.
  • Work with the EV industry, stakeholders and rightsholders to develop and manage an EV charger site installation guide.
  • Maintain close coordination with ReCover on all retrofit financing work and respond to reporting and informational requests as appropriate.
  • Conduct research through literature reviews, interviews, jurisdictional scans and other means and contribute and/or lead the development of program reports and resources.
  • Design a communications plan for the EV and retrofit financing program to advance knowledge sharing and capacity building.
  • Organize events (e.g., workshops and webinars) identified as part of knowledge dissemination and capacity-building plans.
  • Develop and maintain up-to-date knowledge of trends in the building retrofits and EV spheres, particularly in relation to financing and funding.
  • Integrate a lens of equity, diversity, inclusion and Reconciliation into all work.
  • With the Outreach and Communications Coordinator, develop communications materials as appropriate for social media, website, printed material and other media.
  • Manage, monitor, analyze, and reconcile spending.
  • Perform data collection and reporting.
  • Other responsibilities may be assigned as needed.

Qualifications:

  • Bachelor's Degree in environmental studies, sustainability, environmental economics, engineering or related field plus at least 5 years of relevant work experience; or equivalent combined experience. A Master's Degree in one of these fields would be considered an asset.

  • Flexibility and willingness to take on duties as needed. HCi3 is a small team and each staff member contributes in multiple ways to our overall success.
  • Proficient with all Microsoft Office software (Excel, Word, PowerPoint, Outlook, Teams).

The following additional qualifications would be considered assets:

  • Knowledge of climate science, deep energy retrofits, electric vehicles and challenges and solutions to reaching a net-zero future generally and in relation to Nova Scotia.
  • Knowledge of finance tools generally and/or specifically related to building retrofits.
  • Experience with and aptitude for business development.

Location/hours:

37.5 hours/week in HRM. Office-based or hybrid office/work-from-home arrangement is available. This job will involve engaging with people around the city and province so you will need to be available for in-person meetings and events. Having your own mode of transportation is not necessary. Our office is based out of EfficiencyOne's office in Burnside.
