Responsible for leading the Canadian Payroll Operations Accounting and Compliance function ensuring overall compliance and payroll system accuracy. This role is accountable to ensure that the processes, controls and audit requirements are maintained and delivered in strict adherence to the deadlines governed by SOX123, internal audit, and fiscal reporting. The Senior Manager, Payroll Operations – Accounting and Compliance will also work in collaboration with the Global Payroll and Time Office to implement standard processes, controls and reporting. Additionally, this role collaborates with the Payroll Operations team, Total Rewards Solutions, Total Rewards COE, IT&S/HR Support, HR Operations and other business areas .
Is this role right for you? In this role you will:
Canadian Payroll Compliance
- Ensure that Canadian payroll standards / practices are compliant with local laws and regulations
- Lead on all SOX123 compliance, internal controls, and required regulatory/statutory requirements (including payroll record data maintenance)
- Conduct regular internal reviews to ensure compliance with payroll-related legislation and regulations, identifying any gaps or areas for improvement
- Scan and track changes in payroll-related legislation and regulations; analyze impacts and provide recommendations for any upcoming changes
- Provide timely updates and guidance to the payroll teams, technology, or other related stakeholders on new compliance requirements
- Monitor and assess the effectiveness of compliance processes & controls, recommending and implementing enhancements as needed
- Support the preparation of documentation and data for internal and external audits
- Lead for auditors in assisting with providing necessary information and clarifications
- Develops and implements remediation plans to address audit findings and ensure timely resolution
- Develop compliance training programs for payroll staff to ensure understanding and adherence to relevant laws and regulations
- Coordinate with various departments to address audit findings and resolve issues
- Participate in governance forums, including communities of practice
Canadian Payroll Accounting
- Lead the payroll accounting team and function to streamline processes, identify opportunities for improvement, and implement scalable solutions
- Oversight of the accurate and reliable preparation of accounting entries and the timely investigation and resolution of exceptions and unusual transactions
- Accountable to ensure all accounting entries, third party payment request, and wire transfers are submitted and executed on time according to deadlines
- Responsible for monthly reporting of all Canadian tax remittance reconciliation, HR Balance sheet reconciliation, and other reconciliations as required
- Escalation contact for payroll accounting issues, including severance programs
Canadian Payroll and Time Initiatives
- Leads the delivery of Canadian payroll and time business as usual initiatives, including continuous improvement initiatives, to enhance efficiency and effectiveness of payroll processes
- Prioritizes Canadian Payroll and Time enhancements and defects
- Coordinate and collaborate with cross-functional teams, including HR Ops, Finance, and IT/GHRT, to ensure seamless integration of Canadian Payroll and Time updates with other business functions
- Responsible for business requirements gathering, testing, communication and change management activities to support new/changes to configuration for SAP payroll and WFS Time and Attendance
- Reports project progress, identifying and addressing any issues or risks that may impact project timelines or deliverables
- Develop and deliver training materials to educate payroll teams and end-users on new processes and systems
- Participate in post-implementation reviews to evaluate the effectiveness and impact of payroll and time projects, identifying areas for further improvement
General Accountabilities
- Acts as a subject matter expert on all aspects of Canadian Payroll Compliance and Accounting, resolves escalated or high risk issues or concerns as required
- Understands how the Bank's risk appetite and risk culture should be considered in day-to-day activities and
- Creates an environment in which his/her team pursues effective and efficient operations within his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct

Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:
- Post-secondary Degree in Accounting or Business or related field
- PCP or CPM designation required
- 7 to 10 years experience in payroll leadership role
- Previous technical and operating experience with SAP and, WFS and Success Factors preferred
- Deep understanding and knowledge of Bank policies and procedures
- Strong knowledge of Organizational structure and complexity
- Deep knowledge of payroll compliance, legislations, policies and related practices
- Excellent interpersonal and communication skills
- Attentive to details and deadlines; ability to manage multiple priorities
- Proven supervisory/leadership experience
- Strong analytical skills
