Job Title: Assistant Director of Health and Wellness

Job Description: The Assistant Director of Health and Wellness supports the Director in overseeing, leading, and continuously improving all initiatives, programs, and services for Qalipu First Nation (QFN). The Health and Wellness Department provides membership with initiatives, programs and services under the following divisions: Culture & Community Outreach, Child Youth and Family Services, Housing, Jordan's Principle, Mental Wellness, and Non-Insured Health Benefits. This role ensures the effective delivery of culturally relevant, evidence-based, and community-driven services.
The Assistant Director is responsible for encouraging, coaching, managing and supervising designated staff, ensuring effective team development and performance. The role involves actively contributing to the organization's strategic planning, helping to shape and achieve long-term goals. The Assistant Director will provide support and have functional knowledge of financial management, managerial accounting, and knowledge management of all divisions of the Health and Wellness Department. The Assistant Director also ensures compliance with all regulatory and funding requirements, maintaining high standards of integrity and accountability.
Responsibilities:
1. Provide day-to-day management and supervision of assigned staff and program areas, ensuring efficient and effective operations in accordance with QFN's policies and relevant regulations.
2. Assist, support, and bring human resource issues to the Director of Health and Wellness and or Human Resources
3. Serve as a member of the management team, supporting the Director in departmental strategic planning, policy development, and implementation of health and wellness initiatives
4. Research and apply best practices in health and wellness programming, ensuring initiatives are evidence-based and aligned with current trends and community priorities, while ensuring cultural safety and appropriateness
5. Embed and support Mi'kmaw culture, language, histories, and traditional practices into all programs and services, ensuring they reflect and respect the unique heritage of the community where appropriate
6. Support continuous quality improvement by monitoring program outcomes, collecting and analyzing data, and recommending enhancements
7. Address issues and challenges through critical thinking and independent problem-solving skills
8. Assist with the financial management of multiple budgets, funding agreements, and resource allocations.
9. Participate in proposal development, grant writing, and advocacy for additional resources and services
10. Supervise, mentor, and evaluate assigned staff, fostering a positive, inclusive, and high-performing team culture
11. Build and maintain productive relationships with internal and external partners, including other First Nations, governmental agencies, and community organizations
12. Serve as a key liaison to the community, representing Qalipu at public events, building relationships and gathering input to inform program development through networking and community engagement
13. Promote accessibility of services and the integration of traditional and culturally appropriate practices
14. Ensure all programs comply with applicable legislation, including the Canadian Privacy Act and PIPEDA, and follow QFN's privacy and data management protocols
15. Support, follow Qalipu's Electronic Records Management System, Quality Management Standards and Protocols, and other policies
16. Support the development, review and updating of policies and procedures to improve organizational effectiveness, ensuring compliance and supporting innovation
17. Prepare and contribute to reports for the Director, Band Manager, Chief and Council, and funders
18. Perform other related duties as assigned
Qualifications:
Education: Completion of a degree in Public Administration, Indigenous Studies, Social Work, Health Administration, Community Leadership or a related field from an accredited university or college.
Experience: A minimum of five (5) years of experience managing a relevant interdisciplinary team, with at least two (2) years managing the finances. Demonstrated experience in project and service development, management and quality management. Experience in working with the Indigenous population and navigating interdepartmental/government systems.
Working Conditions: This position is office based. The duties are predominantly met during regular business hours. Some overtime work and travel will be required at specific times throughout the year.
Full-time Employee Benefits:
Annual Leave: FT employees - Three weeks per year.
Statutory and Non-Statutory Holidays: Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.
Summer Office Hours: Office hours during the summer months are from 8:30 am to 4:00 pm Monday to Thursday, Friday 8:30 am to 12:30 pm. The schedule starts the later part of April and continues until the last week of September.
Christmas Break: The office closes down during the Christmas break; this is an added bonus that employees are entitled to.
FT Employee Benefits: Option to enrol in C of C - Employee Benefits Plan.
Registered Pension Plan: QFN has a pension plan, FT employees contribute from 4 to 7%, employee contributions are matched by the Band.
FT Sick and Family Medical: Full Time Employees are entitled to 12 paid sick/family medical days per year.
Under 2 hours Medical Appointment: Employees may attend an appointment of less than 2 hours with no deductions to Sick and Family Medical.
Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend or neighbour.
Volunteer Program: Employees may volunteer outside of the organization up to 21 hours per year.
